FLEET SAFETY COORDINATOR 19-A

Examiner

• Driver Training & Incident Support Local NEMT agency is seeking a Safety focused individual to take ownership of all things Safety & 19A to ensure compliance, comprehensive training, and passenger safety. Serve as an Agency NYS DMV Article 19-A Certified Examiner and maintain certification, including required refreshers Scheduling of all 19-A testing, medical examinations and follow-ups Maintain the Agency driver roster of active and inactive drivers and keep the Bus Driver Unit (BDU) file current, including Certified Examiner add/drop notices within 10 days of hire or termination. Lead preparation of the Article 19-A Annual Affidavit of Compliance (DS-3) and Motor Carrier Annual Statistical Report (DS-3.3) for filing with the BDU no later than July 1 each year. Pull and review motor vehicle records (abstracts) at hire and at least annually; document the formal annual review of driving record Keep DOT drug-and-alcohol testing records separate from driver qualification and 19-A files, consistent with 49 CFR Part 40 confidentiality rules Develop, schedule, and deliver new-hire orientation and recurring training Train drivers to proficiency on ADA passenger-assistance requirements, including communication with passengers who have cognitive or sensory disabilities Plan and deliver regular safety meetings, toolbox talks, and driver communications; maintain sign-in sheets, curricula, and completion records. Use video, dashcam, and presentation technology for classroom and field training. Coordinate Passenger Assistance, Safety and Sensitivity (PASS) or equivalent NEMT passenger-assistance certification and track recertification cycles. Evaluate driver safety records and recommend targeted refresher training for unsafe behaviors or improper procedures. Document coaching for unsafe practices and improper procedures; refer formal discipline to the Operations Director and the driver's supervisor Incident, Accident, and Claim Support Serve as a primary field responder or backup to supervisory staff at accident and serious-incident scenes. Collect and organize accident reports, dashcam and telematics footage, photographs, witness and driver statements, and police reports. Ensure required post-accident drug and alcohol testing is initiated within FMCSA time limits and that chain-of-custody and documentation are complete. Inspect vehicle damage and assist with damage reports, out-of-service decisions, and return-to-service documentation. Assemble documentation packets for internal review, insurance carriers, and regulatory agencies. Track incident trends, preventability determinations (as assigned), and corrective actions; submit summaries to the Operations Director. Audits, Inspections, and External Relations Prepare the Agency for

NYS DMV 19-A

reviews (typically at least once every three years), NYSDOT inspections, FMCSA/FTA reviews where applicable, OSHA inquiries, insurance audits, and internal audits. Ensure required documentation is accurate, organized, and producible in both paper (wet-ink 19-A originals as required) and electronic formats. Perform facility and vehicle safety checks using standardized checklists, including lift cycle tests, securement-strap condition, first-aid kits, fire extinguishers, and other field-readiness items. Monitor general vehicle condition and follow up on corrective actions needed to keep the fleet safe and inspection-ready. Serve as a point of contact for internal departments on driver compliance questions and represent MMS on applicable external safety committees as assigned.. Required Qualifications High school diploma or equivalent required; Associate degree in safety, logistics, transportation, or a related field preferred. Minimum three (3) years of experience in passenger transportation, fleet safety, DOT/19-A compliance, driver training, or a closely related field. Experience in NEMT, transit, school bus, or other Article 19-A operations strongly preferred. Valid Commercial Driver License, Class B or Class C, with Passenger (P) endorsement and no restrictions that would prevent examining or operating Agency vehicles. NYS DMV Article 19-A Certified Examiner in good standing — required at hire or obtained within 6 months after hire, with demonstrated ability to set up and maintain 19-A files from day one. Demonstrated experience as a driver trainer or in evaluating the driving ability of others. Knowledge of ADA requirements as they apply to passenger transportation, including lift operation and wheelchair securement to proficiency. Strong written and verbal communication skills; ability to train and correct a diverse driver workforce professionally. Demonstrated organization, follow-through, and the ability to manage many concurrent deadlines with limited supervision. Proficiency with Microsoft Office and digital recordkeeping; ability to learn Agency scheduling, camera, and safety software. Ability to use Video/Audio Technology for presentations and Training Working knowledge of Child Securement seats (Car Seats, Booster seats, Infant seats, Rear Facer and when each is appropriate Knowledge of Wheelchair Securement methods, different types of
