CLASSIFICATION SUMMARY

Under limited direction, manages all wastewater treatment functions for the Village of Ruidoso and its contract for wastewater treatment for the City of Ruidoso Downs. This position is exempt from FLSA.

Job Title Summary

The Wastewater Treatment Director directs the operations of the Regional Wastewater Treatment department including administration and supervises the operation and maintenance of a 2.7 million gallon per day MBR process (activated sludge). Primary focus is to plan, manage, schedule, and oversees capital improvement projects. Writes and processes Requests for Proposals (RFP), Bids, grant applications, contracts and other documents assigned, and monitors associated documents and reporting requirements through completion. The Wastewater Treatment Director manages the day-to-day department operations including system maintenance and development. This position develops and implements policies and procedures to advance the department's mission, goals, and objectives. Determines and recommends to the Village Manager, levels of staff and equipment needed to effectively provide services to the Village.

Managerial Exemption

Excluded from collective bargaining because the position performs managerial functions by formulating, determining, and effectuating management policies and organizational objectives; directing departmental operations; administering budgets, programs, and resources; establishing priorities; and exercising substantial discretion and independent judgment in carrying out the Village of Ruidoso's mission. The incumbent exercises management authority, including directing work, evaluating employee performance, and effectively recommending hiring, promotion, discipline, and other personnel actions. The position also acts in a confidential capacity to management officials responsible for labor relations and has access to confidential information concerning collective bargaining, negotiations, grievances, personnel investigations, disciplinary matters, and other sensitive employment-related matters. Duties and Responsibilities Essential Job Functions

• Manages all plant processes including headworks equipment, MBR process, solids handling and UV sterilization.
  
• Manages sampling and testing, repair and maintenance.
  
• Inspect plants regularly and evaluate plant performance.
  
• Performs complex research and prepares associated reports on wastewater treatment issues impacting the Village of Ruidoso.
  
• Prepares monthly reports for the Village Council and management.
  
• Presents monthly operations report on the Regional Waste Water Treatment Plant at the Joint Use Board meeting.
  
• Assumes the duties of the Chief Wastewater Plant Operator during an absence of that position.
  
• Writes and processes Requests for Proposals (RFP), Bids, grant applications, contracts and other documents assigned, and monitors associated documents and reporting requirements through completion.
  
• Hires, evaluates, promotes, disciplines, and terminates employees following established procedures and policy.
  
• Develops and monitors the Department's budget.
  
• Plans, manages, schedules, and oversees capital improvement projects.
  
• Prepare monthly reports to certify the plant's compliance with NPDES permit.
  Other Responsibilities or Job Requirements
• Ensures equipment is operational and properly maintained.
  
• Guides and develop employees and oversee department safety issues.
  
• Responsible for performing computer backups on computers that are being used and is responsible for making sure employees back up computers and saving important information.
  
• Responsible for maintenance program of assigned vehicles and special equipment.
  
• Represents Village of Ruidoso in interactions with U.S. Environmental Protection Agency, New Mexico Environmental Department, and/or any other governmental agencies as requested.
  
• Completes department's timesheet accurately and timely. Ensures time is reported based on actual time worked.
  
• Ensure that any on-the job injury is reported immediately and followed up with appropriate forms and actions.
  
• Ensure any reports of harassment are immediately reported and appropriate actions are taken.

• Bachelor's degree in engineering, biology, chemistry or related field and three-year wastewater treatment experience including supervisory experience OR high school education and six years wastewater treatment experience including two years of supervisory experience required.
• Current Knowledge and Management experience in the field of Wastewater Treatment Plant minimum of 3 years required
• Excellent communication and organizational skills required
• Possess demonstrated ability of personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook.
• NM Level IV Wastewater Certification required.
• Must be able to pass regular criminal history checks.
• Must possess and maintain valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village. Knowledge, Skills, and Abilities
• Understand and interpret complex statutes, ordinances, regulations, standards and guidelines.
• Make fair and concise decisions.
• Knowledge of state and federal wastewater treatment and water quality regulations preferred.
• Knowledge of wastewater treatment principles and practices, including wastewater treatment plant operation and maintenance, water quality sampling and testing methods, and industrial pretreatment requirements preferred Physical Demands
• Ability to maintain physical condition and stamina is appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles.
• The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustments of office furniture.
• Frequent pushing, pulling, lifting and/or moving up to 50 pounds or 150 pounds with assistance.
