Under limited supervision of the Utilities Director/Manager, this position supervises and coordinates the daily operation, maintenance, monitoring, and regulatory compliance of the water treatment, wastewater treatment, distribution, and collection systems. The incumbent ensures that all utility facilities operate safely, efficiently, and in compliance with applicable local, state, and federal regulations while providing leadership, training, technical guidance, and support to utility personnel to maintain reliable, high-quality water and wastewater services.

Duties:

Supervise and direct Water/Wastewater Operators and Senior Operators in the daily operation and maintenance of treatment plants, wells, storage facilities, distribution systems, and collection systems. Coordinate daily plant operations including SCADA monitoring, alarm response, production reporting, and operational troubleshooting. Ensure all required water quality testing, sampling, laboratory analysis, and regulatory monitoring activities are completed accurately and on schedule. Review operational logs, production records, meter readings, chemical usage reports, maintenance records, and compliance documentation for accuracy and completeness. Oversee inspections of wells, storage tanks, treatment equipment, pumps, motors, generators, compressors, electrical systems, and related infrastructure. Assist with regulatory compliance activities including TCEQ reporting, permit requirements, inspections, corrective actions, and record retention. Coordinate preventive maintenance schedules and ensure timely repair of equipment, facilities, and infrastructure. Monitor chemical inventory, maintenance supplies, spare parts, and operational materials to maintain adequate inventory levels. Ensure calibration and maintenance of laboratory equipment, monitoring devices, analyzers, and instrumentation. Respond to operational emergencies, water quality concerns, equipment failures, and system outages as needed. Assist with employee training, certification development, safety programs, and operational procedures. Conduct regular facility inspections to identify safety hazards, maintenance needs, and operational improvements. Participate in budgeting, capital improvement planning, and project implementation as assigned. Promote a safe work environment and ensure compliance with all company safety policies and procedures. Perform other duties as assigned.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education/Experience High school diploma or GED required. Five (5) years of progressively responsible experience in water and/or wastewater treatment operations required. Previous supervisory or lead operator experience preferred. Computers & Technology Proficient in Microsoft Office applications, SCADA systems, operational reporting software, and general computer systems. Language Ability Ability to read, interpret, and apply technical manuals, regulatory requirements, engineering reports, operating procedures, and compliance documents. Ability to prepare reports, correspondence, and operational documentation. Math Ability Ability to calculate treatment process adjustments, flow rates, chemical dosages, production volumes, and operational statistics. Reasoning Ability Ability to identify operational issues, evaluate alternatives, and implement corrective actions in a timely manner. Certificates and Licenses TCEQ Class C Groundwater License required. TCEQ Class C Wastewater Treatment License required. TCEQ Class B Licensure or higher preferred but will accept Class C licensure with adequate experience. Supervisory Responsibilities Directly supervises Water/Wastewater Operators and Senior Operators. Responsible for employee training, scheduling, work assignments, performance management, and operational oversight.
