Overview Join our dynamic team as a Utility Worker I and become a vital part of maintaining and supporting the City's Public Works Infrastructure. In this role, you will operate a variety of automotive and power equipment, including light, moderate, and heavy equipment, in the operation and maintenance of street, park, water, and sewer systems, and assist with daily routines of water and wastewater systems. Distinguishing Features Work is performed under the supervision and direction of the Public Works Superintendent. The employee may receive day-to-day technical direction, training, or task coordination from a Utility Worker II, Foreman, designated operator, or other employee assigned by the Public Works Superintendent. The nature of the work performed requires an employee in this class to establish and maintain effective working relationships with supervisors, co-workers, City staff, volunteers, other City departments, and the general public. This position operates under state and federal laws, the City Charter, ordinances, and the direction and rulings of the City Council. This is a non-exempt position. Essential Duties Operate City vehicles, trailers, tractors, mowers, compact equipment, dump trucks, backhoes, and other equipment. Assist with a variety of work related to the operation, maintenance, and repair of the City's water and wastewater systems. Perform scheduled rounds, equipment checks, cleaning, lubrication, and routine preventive maintenance. Assist with water and wastewater sampling, laboratory testing, process observations, and recordkeeping. Observe treatment processes and report abnormal conditions, alarms, odors, overflows, equipment failures, or unusual readings. Interpret SCADA information and notify the lead operator of alarms or upset conditions. Perform reads, re-reads, turn-ons, and shut-offs of water meters and perform a variety of water system inspections including but not limited to leak detection, new meter installations, and replacements. Assist with hydrant flushing, hydrant maintenance, valve exercising, water-main repairs, and service-line work. Assist with water-quality concerns, pressure problems, suspected contamination, main breaks, or unusual system conditions. Complete utility locates as requested. Assist with cross-connection-control activities and inspections. Inspect, clean, maintain, and repair catch basins, inlets, culverts, ditches, pipes, swales, and other storm water facilities. Perform routine and semi-skilled construction, maintenance, repair, inspection, and cleanup activities involving City infrastructure, facilities, property, and equipment. Load, unload, transport, place, and store tools, materials, equipment, and supplies. Perform basic carpentry, painting, concrete, plumbing, mechanical, landscaping, and general repair work. Mow, trim, prune, weed, irrigate, plant, fertilize, and perform other grounds-maintenance activities. Apply pesticides or herbicides when properly licensed, trained, authorized, and directed. Clean and maintain restrooms, shelters, park structures, buildings, and public-use areas. Inspect playground equipment and park facilities and report unsafe conditions. Perform routine repairs to playground equipment, park fixtures, fencing, irrigation systems, and related facilities. Assist with seasonal operation, inspection, water-quality testing, repair, and maintenance of the splash fountain or other aquatic facilities. Repair, maintain, and install street signs. Perform general street repair and maintenance including but not limited to patching and striping. Set up and maintain traffic-control devices and work zones in accordance with training and established procedures. Participate in the department's Safety Committee and follow all safety rules and procedures for work areas. Promptly report unsafe conditions, equipment failures, utility problems, property damage, suspected illicit discharges, flooding, erosion, and abnormal operating conditions. Serve as part of the rotating twenty-four (24) hour on-call and weekend schedule. Participate in training and continuing education. Remain informed about procedures, equipment, regulations, and technology applicable to assigned duties. Assist other City departments when directed. Perform other duties consistent with the purpose and level of this classification. Required Knowledge, Skills, and Training Working knowledge regarding the operation of heavy equipment including, but not limited to, backhoe, tractors, and dump truck. Working knowledge regarding the operation of power equipment and common hand tools. Working knowledge of SCADA systems. Working knowledge of wastewater treatment and collection systems. Working knowledge of water treatment and distribution systems. Working knowledge of park grounds and equipment maintenance. Working knowledge of street maintenance and repair. Substantial knowledge of pesticide uses in accordance with the Certified Public Applicator license. Working knowledge of principles/practices of customer service. Working knowledge of City and department operations, policies, and procedures. Ability to maintain confidentiality when handling sensitive City or customer information. Ability to exercise sound independent judgment. Ability to understand and follow oral and/or written policies, procedures, and instructions. Communicate clearly and professionally, both orally and in writing. Work cooperatively with supervisors, coworkers, other City staff, contractors, volunteers, and the public. Provide effective customer service during routine and stressful situations. Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions. Ability and willingness to learn quickly and use new skills and knowledge due to rapidly changing information and/or technology.

Required Education and Experience Minimum Qualifications:

High school diploma or GED. Ability to obtain CPR and first aid certification within 12 months of appointment. Ability to complete required safety and equipment training within established timelines. Ability to obtain a City-designated Oregon water or wastewater operator certification within 24 months of appointment. Certified Public Applicator License for Pesticides or Ability to Obtain within Six (6)

Months of Hire Preferred Qualifications:

Experience in public works, utilities, construction, mechanical repair, equipment operation, landscaping, facilities maintenance, agriculture, or a related field. Coursework or training in water, wastewater, environmental technology, mechanics, construction, or a related field. Oregon water or wastewater operator certification. Commercial driver license. Public pesticide applicator license. Certified Pool and Spa Operator certification. Cross-Connection Specialist certification. Utility-locate or traffic-control training. Bilingual Spanish and English skills. Required Special Qualifications Must maintain a valid Oregon driver license and acceptable driving record. Must maintain all licenses and certifications required for assigned duties. Must be available for emergency response, overtime, weekend, holiday, and on-call work as assigned. Regular employees assigned to the on-call rotation must be able to respond within the response time established by City policy. Must complete any background, driving-record, physical-capability, or pre-employment requirements established by the City and permitted by law. Working Conditions Work is performed primarily outdoors and at City utility, street, park, stormwater, facility, and construction sites. Some work is performed in treatment facilities, laboratories, shops, offices, vehicles, confined spaces, excavations, and other restricted or hazardous environments. The employee may be exposed to: Extreme heat and cold. Rain, wind, humidity, and other weather conditions. Moving vehicles and machinery. Noise and vibration. Dust, fumes, airborne particles, and odors. Wastewater, sewage, biosolids, and potentially infectious materials. Treatment chemicals, pesticides, fuels, lubricants, and cleaning products. Electrical and mechanical hazards. Uneven terrain, slippery surfaces, heights, excavations, and confined spaces. Traffic and roadside work. Insects, animals, vegetation, and environmental hazards. The employee may be required to work outside normal business hours, including evenings, nights, weekends, holidays, emergencies, and scheduled on-call periods. Physical Requirements The employee must be able to perform the essential functions of the position with or without reasonable accommodation.
