Job Description

Position Summary The City Treasurer plays a vital role as the official custodian of city funds and coordinates the financial operations of the City of Holts Summit. This position is responsible for receiving, safeguarding, accounting for and disbursing city money in accordance with city ordinances, approved warrants, established financial procedures and applicable laws. The City Treasurer maintains accurate financial records, tracks city funds and appropriations, prepares required financial statements and reports, and provides regular updates to the City Administrator and Board of Aldermen. The City Treasurer also provides supervision and oversight of the Finance Clerk to ensure accurate, timely and compliant financial operations. The ideal candidate will be detail-oriented, possess strong organizational skills, and demonstrate the ability to work both independently and collaboratively within the administration team. Work is performed with considerable independence, under the general supervision of the City Administrator. Appointment and Term The City Treasurer is appointed by the Mayor, with the advice and consent of the Board of Aldermen, at the first meeting following each annual city election. The City Treasurer shall serve a term of one year and until a successor is appointed and qualified. Essential Functions The City Treasurer is tasked with a variety of duties related to financial operations of the City of Holts Summit.
Key responsibilities include:
Receive and Safeguard City Funds Receive and safely keep all money belonging to the city that comes into the Treasurer's possession. Disburse Funds Properly Disburse city money only upon properly drawn warrants signed by authorized signatories on city bank accounts as authorized by ordinance. Maintain Financial Records Keep a full and accurate account of all money received and disbursed on behalf of the city, including:
  • Date of receipt or disbursement;
  • Source of funds received;
  • Recipient of funds disbursed;
  • Purpose or account for each receipt or disbursement. Essential Functions (continued): Maintain Fund Accounting Keep a separate account of each city fund and appropriation, including all debits and credits belonging to each fund. Maintain Warrant Register Keep a register of all warrants paid into the treasury, including:
  • Date; Warrant number; Name of payee; Amount; Time of receipt; Source received from; Account or purpose.
Maintain City Warrants, Bonds and Obligations Receive and safely keep all warrants, bonds and obligations of the city entrusted to the Treasurer's care, and dispose of them only upon proper authority of the Board of Aldermen or as otherwise provided by city code or ordinance. Issue Receipts Issue duplicate receipts for all money paid into the treasury, specifying the date of payment and the account for which payment was made. One receipt shall be provided to the person making payment, and one shall be filed with the city. Prepare Monthly Financial Statement During the last week of each month, provide the City Administrator with a written statement showing:
  • Balance in the treasury at the beginning of the month; Amount received during the month and the account received; Amount disbursed during the month and the account disbursed; Balance remaining in each fund; General balance in the treasury at the close of business on the statement date.
Prepare Semiannual Financial Statement Prepare, on a semiannual basis, a statement of the city's receipts and expenditures and cause the same to be published in a newspaper published by the city, as required by ordinance. Prepare Annual Report to the Board of Aldermen At the first regular Board of Aldermen meeting in March of each year, report: The amount of receipts and disbursements of the treasury during the preceding year; The balance remaining to the credit of each fund and the general treasury balance as of January 1; The amount of bonds maturing during the calendar year for which redemption provision must be made; The amount of money required to pay interest due on city indebtedness during the year. Perform Related Duties Perform any other duties necessary to fulfill the responsibilities of the City Treasurer or as assigned consistent with city ordinance and applicable law. General Office Operations
    Equipment Handling:
    Operate office equipment including computers, printers, copy machine, postage meter, and telephones efficiently to support administrative functions.
    Qualifications:
    Education & Experience
    • High school diploma or equivalent required.
    • Minimum of 4 years' experience in government finance or accounting required.
    • Bachelor's degree in finance, accounting, public administration, or business administration is preferred.
    • Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be accepted in lieu of degree.
    Knowledge, Skills, and Abilities:
      Technical Skills:
      Proficient in Microsoft Office365 Suite (Word, Excel, Outlook) and financial management software.
        Communication:
        Excellent written and verbal communication skills with the ability to interact professionally with the public and internal teams.
          Organization:
          Strong attention to detail, time management, and the ability to handle multiple tasks efficiently.
            Customer Service:
            Demonstrated ability to provide responsive and courteous service to the public.
              Confidentiality:
              Ability to exercise confidentiality in the performance of job duties, including knowledge of personnel and other potentially sensitive matters.
              Physical & Work Environment Requirements:
                Work Environment:
                Primarily indoor office environment with moderate noise levels. Occasional outdoor work may be required for city events (e.g., Christmas Parade, Fireworks Festival).
                  Physical Demands:
                  Ability to sit for extended periods, perform computer-based tasks, and occasionally lift approximately 25 pounds. Visual acuity required for data entry and document review.
                  Special Requirements:
                  • Must satisfactorily pass a background investigation.
                  • Must be appointed by Board of Alderman.
                  • Must comply with city policies and procedures and municipal codes.
                  • Must possess a valid Missouri driver's license.
                  • Must have ability to travel locally and domestically within the USA.
                  Work Schedule:
                  The typical work schedule for this position is full-time, Monday-Friday, from 8:00AM to 4:30PM. Hours are set at the discretion of the City Administrator, Mayor, and/or Board of Aldermen. Additional hours may be required, as this position may attend trainings, meetings, and/or assist with special events as necessary.
                  Selection Process:
                  Candidates will be evaluated based on a cover letter, resume, application, background investigation, interviews by City Administrator and Mayor.
