Job Summary Direct Care and Treatment (DCT) is looking for a dedicated professional to join our Office of Equal Opportunity (OEO) as a Civil Rights Coordinator•Investigations Lead! As part of our team, you will serve as the agency's authority for all Title VI service delivery discrimination complaints. This position functions as the lead investigator to resolve complex and high-risk investigations while establishing and enforcing DCT investigative standards and decision frameworks.Responsibilities include:
Administer and direct DCT's Title VI service delivery civil rights complaint program by reviewing, investigating and resolving complaints. Lead development and evaluation of civil right policies and procedure affecting service delivery and employment investigations. Coordinate and lead DCT's Title VII employment discrimination investigation program by maintaining investigative standards, protocols, and decision frameworks as well providing consultation to investigators. Direct Care and Treatment is a modern behavioral health care system that includes a variety of programs, including residential and vocational services for individuals with serious mental illnesses, developmental disabilities, substance abuse disorders, and much more. We have clinical expertise, staff and facilities to care for patients and clients with complex conditions in safe, secure, and therapeutic settings across Minnesota. Qualifications Minimum Qualifications To be qualified for and considered for this position, applicants must meet all the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experience sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held. Three (3) years' conducting investigations into civil rights complaints and workplace discrimination or harassment related to protected class which must include: Gathering evidence, conducting interviews, and writing detailed analytic reports. Developing and delivering training focused on sexual harassment and protected class harassment/discrimination prevention. Experience working with Title VI and Title VII of the Civil Rights Act of 1964. Strong organizational skills, including experience in establishing and maintaining record-keeping systems. Preferred Qualifications Juris Doctor (J.D.) or similar law degree from accredited law school. Completion of at least two years of law school. Master's degree in human resources, organizational management, or a related field. EEO Investigator Certification or other EEO related certification. Experience using digital case management systems (e.g., LaborSoft). Knowledge of the Minnesota Government Data Practices Act. Trained in mediation or alternative dispute resolution techniques. 1 year of experience Demonstrated leadership within a workplace employment and/or harassment investigation environment Experience with policy analysis and process improvement Our employees are dedicated to ensuring cultural responsiveness.
