Job Description

Job Overview The Code Enforcement Officer (CEO), Licensed Plumbing Inspector (LPI), and Addressing Officer for the Town of Shapleigh is responsible for enforcing local building codes, plumbing regulations, zoning laws, and maintaining proper addressing for all properties within the Town of Shapleigh. This position is crucial for ensuring public safety, environmental protection, and the overall quality of life for all residents and visitors in the community. The individual holding this position has taken an oath to uphold both the U.S. Constitution and the Maine Constitution and is authorized by the Selectmen to carry out these duties. Responsibilities:
Enforce Local Zoning and Building Codes:
Review applications for building and zoning permits to ensure compliance with municipal regulations. Enforce the Maine Uniform Building and Energy Code (MUBEC) as it applies to construction, alteration, and demolition.
Conduct Inspections:
Inspect buildings, structures, and land use practices to ensure compliance with town ordinances and state laws. This includes inspections for safety, environmental concerns, and adherence to approved plans and permits.
Issue Violations:
Issue notices of violation when building codes, zoning regulations, or land use ordinances are not followed. Work with property owners to correct violations.
Public Engagement:
Assist residents, property owners, and contractors in understanding the building and zoning codes, regulations, and permitting processes.
Planning Board Participation:
The Code Enforcement Officer shall refer applicants to the Planning Board for review, all such applications put before him/her for consideration, that require Planning Board approval per ordinance. The CEO shall answer any reasonable questions from the applicant before, and during, the application process; but should not assist the applicant by filling out their application forms. The CEO is expected to attend Planning Board meetings, attend site walks that are scheduled on a day the CEO is normally scheduled to work, or a time/day that is mutually agreed upon, and to answer any questions that the Planning Board may have in regards to the Ordinance. The CEO is responsible for making sure the applicant has met all conditions of approval prior to signing off on final inspection for the applicant. Licensed Plumbing Inspector (LPI)
Responsibilities:
Plumbing System Inspections:
Conduct plumbing inspections for compliance with state and local regulations. Inspect new installations, renovations, and repairs to ensure they meet the Maine State Plumbing Code.
Permit Issuance:
Issue permits for plumbing work and ensure that all plumbing systems are inspected at appropriate stages of construction.
Enforce Plumbing Regulations:
Ensure that all plumbing work is done in accordance with applicable codes and regulations, ensuring public health and safety. Coordinate with
Contractors:
Communicate with plumbing contractors to ensure compliance with relevant codes and standards.
Addressing Officer Responsibilities:
Addressing Oversight:
Maintain and assign proper addresses to properties within the Town of Shapleigh in accordance with the town's addressing standards.
Update Address Records:
Ensure that property addresses are accurately recorded and updated, facilitating effective emergency response and mail delivery. Coordinate with
Emergency Services:
Work with local emergency responders and utility companies to ensure proper and accurate addressing for emergency response efficiency.
General Responsibilities:
Oath of Office:
Uphold and adhere to the principles outlined in the U.S. Constitution and the Maine Constitution. Act with integrity, fairness, and impartiality while performing all duties. Collaboration with
Select Board and Town Officials:
Work closely with the Select Board and other town officials to ensure proper enforcement of all local ordinances and to carry out the mission of the town government.
Community Education:
Provide information and guidance to the public on code requirements, permitting processes, plumbing regulations, and addressing issues.
Maintain Records:
Keep accurate records of inspections, permits, violations, and correspondence, and submit required reports to the Select Board on a monthly basis and other relevant authorities as needed.
Professional Development:
Pursue continuing education and certification opportunities to stay current with changes in laws, codes, and regulations relevant to the duties of a CEO, LPI, and Addressing Officer.
Required Qualifications:
Preferred Certification as a Code Enforcement Officer (CEO) through the Department of Public Safety, Office of State Fire Marshal Training and Certification Program, or within 6 months of hiring Preferred Certification as a Licensed Plumbing Inspector (LPI) by the Maine Department of Professional and Financial Regulation (DPFR), or within 6 months of hiring. Preferred Knowledge of the Maine Uniform Building and Energy Code (MUBEC), the Maine State Plumbing Code, and local zoning and building ordinances. Strong understanding of property addressing standards and related regulations. Ability to read and interpret building plans, blueprints, and technical documents. Excellent written and verbal communication skills. Ability to work independently, make sound decisions, and exercise good judgment. Commitment to public service and upholding legal and ethical standards. Computer proficiency, knowledge of Cloud permitting software is preferred. Valid drivers license and vehicle liability insurance.
Working Conditions:
Work is performed both in an office setting and in the field. 30-35hr/wk, Tuesday-Friday, (1) Saturday morning/month Travel within the town is required for inspections and addressing-related tasks using the employee's Personally Owned Vehicle (POV).
Supervision:
The CEO, LPI, and Addressing Officer reports directly to the Town Select Board or their designee. This individual works independently but is required to consult with the Select Board as necessary on matters of public policy, enforcement actions, or complex issues and submit monthly reports as required.
Salary:
Wage commensurate with experience and certification
Pay:
$30.00 - $40.00 per hour
