This role ensures that HR processes, training systems, audits, reporting, and documentation standards are consistently implemented, accurate, and audit-ready at all times. The Program Manager serves as the operational backbone of the Compliance Department—owning systems, identifying gaps, correcting deficiencies, and providing reliable data to support leadership decision-making. Core Responsibilities Compliance Execution & Monitoring Implement and maintain compliance systems across all programs (FFA, THP, Mental Health, etc.) Monitor staff adherence to policies, procedures, and regulatory requirements Identify compliance risks and take immediate corrective action Ensure documentation across programs meets agency and regulatory standards at all times Escalate ongoing or unresolved compliance concerns to the Compliance Administrator Audits & Continuous Readiness Lead all internal audit processes across programs Prepare programs for external audits (CCL, County, Accreditation, etc.) Track audit findings and ensure timely completion of corrective action plans Maintain continuous audit readiness through routine file and systems reviews Develop and maintain audit tracking tools and reporting systems HR Systems & Training Infrastructure Manage employee file compliance, onboarding, and offboarding systems Ensure all employee records meet regulatory and internal standards Track and enforce completion of all required trainings (compliance, safety, program-specific) Develop and manage training calendars and tracking systems Redesign onboarding and continued training for employees Support performance management processes through documentation and compliance tracking Track and ensure annual evaluations are completed Ensure Job Descriptions are up to date and changes are made timely Reporting & Data Integrity Ensure accuracy, completeness, and timeliness of all internal and external reports Develop and maintain tracking systems for compliance metrics and program data Provide clean, reliable data to the Compliance Administrator and leadership team Policy & Procedure Implementation Implement agency policies and procedures across all programs Monitor staff adherence and address gaps in practice Assist in revising policies based on audit findings, regulatory changes, and operational needs Ensure policies are reflected in daily practice and documentation Ensure policies and SOPs remain up to date and enforceable Safety & Risk Management Monitor incident reporting systems, including Critical Incident Reports (CIRs) and WVPP requirements Ensure timely review, follow-up, and documentation of incidents Identify trends and risks and implement preventative measures Operational Accountability Hold staff accountable to compliance expectations, documentation standards, and deadlines Work with program leadership to correct deficiencies Follow up on outstanding items until resolution is achieved Serve as a central point of coordination for compliance-related operations Qualifications Must possess a valid California Driver License, automobile, and automobile insurance. Must obtain CAI/Fingerprint-Child Abuse Index Clearance, DOJ-Department of Justice Clearance, FBI Clearance. CPR/First Aid Certification. Complete TB test and Physical Exam Education Master's Degree in Social Work, Psychology, Public Administration, or related field preferred Bachelor's Degree with minimum 7 years of relevant experience in foster care, social services, or a regulated environment Experience Minimum 3-5 years of experience in compliance, audits, or program operations within a non-profit Experience with audits, reporting, and regulatory compliance processes Background in HR compliance, training systems, and documentation management strongly preferred Accreditation readiness (CARF or similar preferred) Skills & Competencies Strong understanding of California labor laws and compliance requirements High attention to detail with strong organizational skills Ability to build and manage systems (tracking, reporting, compliance tools) Strong written and verbal communication skills Ability to hold staff accountable without direct supervisory authority Proactive problem-solving and critical thinking skills Ability to manage multiple priorities and meet strict deadlines Strong technology skills. Competency in Microsoft Office Systems required.
