This role serves as a key operational and clinical leader, responsible for overseeing foster care and mental health program integration, ensuring regulatory compliance, maintaining audit and accreditation readiness, and supporting high-quality service delivery across the agency. The ideal candidate brings strong clinical expertise, regulatory knowledge, and leadership experience, with the ability to manage day-to-day operations, oversee documentation compliance, support staff performance, and drive system-level improvements. This position will also play a critical role in program development and future expansion, including the implementation of High-Fidelity Wraparound services.
ESSENTIAL DUTIES & RESPONSIBILITIES 1.
Program Oversight & Operations Oversee daily operations of: Enhanced Intensive Services Foster Care (E-ISFC) Program Therapeutic Foster Care (TFC) Program Ensure programs operate in alignment with agency policies, contract requirements, and best practices Act as a leadership designee in the absence of the Agency Administrator or Mental Health Director, as needed Monitor program performance and implement improvements to ensure effective service delivery 2. E-ISFC Placement Oversight Oversee daily placement coordination and decision-making Ensure appropriate matching of youth to resource homes Monitor placement stability and proactively address disruptions Escalate complex or high-risk placement concerns to executive leadership 3. Regulatory Compliance, Audits & Accreditation Maintain expert-level knowledge of Community Care Licensing (CCL) and foster care regulations Lead and support licensing inspections, audits, and corrective action plans Ensure continuous audit readiness through internal file reviews and quality assurance processes Support and maintain accreditation standards (e.g., CARF or other applicable bodies) Monitor compliance trends and implement corrective strategies proactively 4. Clinical Documentation & Quality Assurance Review and approve mental health documentation on a daily basis Review and approve CANS Assessments Ensure compliance with: Medical necessity standards Documentation timelines Regulatory and audit requirements Conduct regular file audits and utilization reviews Ensure adherence to trauma-informed and evidence-based practices Collaborate with the Mental Health Program Manager to maintain clinical quality 5. Clinical & Staff Oversight Provide clinical guidance and oversight to staff and program services Support supervision structure in collaboration with FFA Supervisors Coach and support staff to ensure performance expectations are met Assist in staff training, onboarding, and professional development Address performance concerns in collaboration with leadership 6. Risk Management & Incident Oversight Conduct first-level review of Special Incident Reports (SIRs) and critical incidents Ensure timely reporting and compliance with regulatory requirements Identify risk trends and implement mitigation strategies Escalate serious incidents to executive leadership as appropriate 7. Systems & Operational Leadership Identify workflow inefficiencies and implement system improvements Develop and maintain operational processes across programs Lead cross-department coordination to ensure seamless service delivery Facilitate internal operations meetings and communication 8. Collaboration & Stakeholder Engagement Partner with county stakeholders, mental health providers, and community stakeholders Collaborate closely with executive leadership on program development and improvement initiatives 9. Program Development & Expansion Support development of new programs and service models Lead implementation of High-Fidelity Wraparound services Assist in building infrastructure, workflows, and staff readiness for expansion
MINIMUM QUALIFICATIONS
Education:
Master's Degree in Social Work, Marriage & Family Therapy, Counseling, or related field
Licensure:
Active, unrestricted California license required:
LCSW, LMFT, or LPCC Experience:
Minimum of 3-5 years of experience in foster care, FFA, STRTP, or child welfare settings Minimum of 2 years in a supervisory or leadership role Demonstrated experience with: Community Care Licensing regulations and compliance Licensing inspections, audits, and corrective action plans Clinical documentation review and QA processes Accreditation readiness (CARF or similar preferred)
KNOWLEDGE, SKILLS, & ABILITIES
Strong knowledge of foster care, child welfare, and behavioral health systems Expertise in clinical documentation standards and medical necessity Strong understanding of regulatory compliance and audit processes Ability to assess risk and make sound, timely decisions Excellent leadership, organizational, and problem-solving skills Ability to manage multiple programs and priorities simultaneously Strong communication and collaboration skills Ability to analyze data and trends to drive program improvement
WORK ENVIRONMENT & EXPECTATIONS
Fast-paced, high-responsibility leadership role Requires ability to manage competing priorities and urgent situations May require occasional after-hours availability for critical incidents
