Primary Purpose:
Coordinate the Safety and Security Services programs and functions affecting the safety, security and emergency preparedness of district campuses, facilities, students, staff and visitors.
Qualifications:
Education/Certification:
Bachelor's degree or equivalent experience in criminal justice, emergency management, or related field Clear and valid Texas driver's license
Special Knowledge/Skills:
Strong organizational, communication, public relations and interpersonal skills Exceptional work ethic, self-initiative and attention to detail Skill and effectiveness in working collaboratively with others in developing or implementing new programs,procedures and processes Exceptional writing and verbal communication skills, including in the context of fact-gathering, investigation ofincidents, and drafting policies, procedures, training materials and informational reports Knowledge of emergency management / emergency preparedness methodology, preferably in a public schooldistrict or other governmental entity Knowledge of law enforcement, school security, and criminal justice procedures, practices and related codes andlaws Skilled in conducting and managing/supervising investigations into serious incidents and/or personnel issues Skilled in leadership principles, functions and methods, personnel staffing and evaluation Skilled in office technology (Word, PowerPoint, Excel, Google Suite, etc.) Working knowledge of security-related technology (security cameras, video exporting, access control systems, etc.) Skilled in public speaking and presentations Skilled in developing and providing training to small and large groups Excellent judgment and the ability to make sound, reasonable decisions while under pressure
Experience:
2 years' emergency management, risk management, or safety and security experience
Major Responsibilities and Duties:
Safety and Security Work collaboratively with campus staff and other district departments to provide students and staff with high quality, safe and productive learning environments Coordinating/overseeing the day to day District's Emergency Software Programs and Processes Assist in directing various programs involving the district-wide assignment of safety and security personnel, support personnel, contract peace officers and contract security personnel. Coordinate School Resource Officer (SRO) program, Caldwell County Constable Program, Lion Guard Program and serve as liaison between the District, officers' and volunteers Assist in coordinating the District's response to urgent, emergency, risk management and/or any safety-related situations arising at campuses and District facilities Develop, coordinate and implement operational or safety plans for special events Assist in directing internal investigations into workplace misconduct, policy violations and other sensitive matters Draft, review and revise reports and other communications Assist in directing criminal history review and fingerprinting processes for applicants, employees, volunteers and contractors to ensure compliance with district guidelines Serve as the District's emergency management coordinator for purposes of developing, maintaining, implementing and revising the District's Multi-Hazard Emergency Operations Plan (MEOP) in compliance with applicable law and regulations. Assist in coordinating the District's Safety and Security Committee, and serve as presiding officer at committee meetings Assist in directing the regular review and update of campus emergency operations plans Assist in directing state-mandated safety and security audits of campuses and other district facilities Curate and assist in directing emergency preparedness training and related activities with campuses and/or outside agencies to promote and/or test emergency readiness of various district components Foster ongoing, positive relationships between the district and local police departments, fire departments and emergency management departments Assist in directing the Behavior Threat Assessment teams Attend meetings of various district stakeholders to make presentations concerning district safety and security efforts and/or to answer questions concerning specific events occurring within the district Attain certifications as required Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all district staff Maintain strict confidentiality of sensitive matters Follow all rules, regulations, and policies of Lockhart ISD and follow Assist in directive from supervisor Follow attendance policy as assigned by supervisor Perform other functions that may be assigned by the administration and/or supervisor Policy, Reports, and Law Oversee development, maintenance, and implementation of the district's multi-hazard emergency operations plan; ensure campus plans are up-to-date and in compliance with the latest standards in emergency response. Implement federal and state laws and regulations, local board policy, and insurance regulations and ensure compliance. Stay abreast of local, state, and federal public policy changes that could impact the district. Compile, maintain, and file reports, records, audits, and other documents as required. Communication Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders. Prepare and deliver written and oral presentations regarding security and safety issues to the board, staff, and community, as required.
