Job Description
SUMMARY Customer Service driven position that requires abilities to convey complex information in an easy to understand format. Coordinates all aspects of internal and external customer service for tax assessment and collection functions, as they pertain to the integration between departments and applications in the tax systems. Involves typing, computer work, and various clerical duties requiring complex work methods and knowledge of office procedures. Performs regular, routine assignments independently and applies own judgement as experience is gained. Makes personal work determinations, within established City procedures. Computes, classifies, records and verifies numerical data for use in maintaining and controlling accounting records, monitor the tax levy and taxes receivable. Works with computer software and its provider to implement function that will assist in the smooth integration of applications between departments within the City that affect the Collections and Tax Assessor Divisions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Include the following, other duties may be assigned: GENERAL Receive and respond appropriately to all inquiries made, in person, over the phone, or via email regarding taxes due, tax assessment, municipal lien certificates, abatements, exemptions, and other accounts receivable debt due to the City. Print/Prepare Tax bills, bank escrows, municipal lien certificates, and other tax documents for taxpayers, attorneys, banks, and tax services as required. Generate reports, lists and other information using the core computer system when requested or required. Maintains a computerized database of all cancelled checks. Order supplies, receiving items, maintaining all purchase orders/requisitions as needed using the City's computerized ERP system for the Collections and Tax Assessor divisions. Prepares and executes adjustments, refunds, vouchers and processes all stop payments of city issued checks and forwards information to the accounting division as per established procedures. Requires in-depth understanding and adherence to all applicable City Ordinances, State statues, and Department polices related to taxes, delinquencies of taxes and assessment of taxes. Process outgoing mail using city mail machine.COLLECTIONS
Process direct payments of tax bills, utilities, special assessment bills and offsite department deposits from internal customers in a positive and professional manner, including processing remote deposits of checks from cashier batches. Ability to successfully handle difficult and emotional charged situations, and escalate appropriately for desired outcome and swift resolution. Prepare and send notices and letters for delinquent accounts when payments are past due (at the end of a quarterly cycle). Downloads reports & balances daily cash transactions from various departments throughout the City, as well as online payment sources. Verify, balance and post trust files from outside law offices. Verify, sort and distribute checks for payables and Payroll. Reports all stale dated checks to the State of Rhode Island as well as maintaining a record of those checks that have to be re-issued. Receive, adjust and process all State Income Tax Offset Payments. Verify each account by name and license number and make appropriate notation. Verify that Pawtucket businesses are up to date on taxes before authorizing that a business license can be issued.TAX LIENS
Prepares and maintains all tax records necessary to execute the Tax Sale, and the continuation of the Tax Sale. Records Tax Sale information with the recorder of deeds. Works with Attorneys, prepares lists for Title Searches, and maintains detailed records of all notices sent to interested parties as well as Redemption figures. Prepares redemptions figures for interested parties, process redemptions including preparing checks for the buyer, and prepare Redemption Deed for recording. Maintains and balances the Tax Lien receivable per established procedures. Keeps accurate information on all properties sold at Tax Sale and works with the Auditors to provide information and reports on Tax Lien receivable for audit purposes.TAX ASSESSOR
Maintains records including those for elderly, veteran and all eligible exemptions and abatements including inputting into a computerized system. Research deeds, chains of title, sales, building permits and exemptions and inputs them into a computerized system. Input all Real Estate transactions into Vision Appraisal (or other computerized system as required by the City) Assists in editing, correcting and verifying the motor vehicle file from the State and input appropriate changes in a computerized system.QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must be proficient, intermediate skill level user, in Microsoft Word, Excel and Outlook. Knowledge of municipal software applications and procedures preferred. Knowledge of Rhode Island General Laws. Ability to attain the Rhode Island Certified Assessment Personnel designation. EDUCATION and/orEXPERIENCE
High school diploma or general education degree (GED) with three to five years of experience in related Customer Service, Municipal Collections or Real Estate transactions; or Associates Degree with one to three years experience in customer service.LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations and statues. Ability to write routine reports and business correspondence and procedures. Ability to speak effectively before groups of customers, managers, clients, customers, appraisers, title examiners, the general public or employees of organization. Bi-lingual is a PlusMATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Must be able to pass a math test.REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to define problems, collect data, establish facts, and draw valid conclusions.
