Exempt / Full-Time Position Summary The Department of Public Works Superintendent is responsible for the overall management, maintenance, and safe operation of all Village of Norwood streets, sidewalks, drainage systems, and related public infrastructure. This position directs and works alongside the Department of Public Works (DPW) staff to ensure efficient delivery of highway and public works services, including snow removal, road repair, and general maintenance of Village-owned facilities and equipment. Essential Duties and Responsibilities Plans, organizes, and supervises the maintenance and repair of Village streets, sidewalks, culverts, and storm drainage systems. Directs snow and ice removal operations, including plowing, salting, and sanding. Oversees maintenance and repair of DPW vehicles, tools, and heavy equipment to ensure readiness and safety. Assigns daily work to DPW employees and provides hands-on assistance as needed. Prepares and manages the annual highway and DPW budgets, including monitoring expenditures and maintaining cost control. Maintains accurate records of projects, materials, work hours, and equipment usage. Coordinates and oversees paving, resurfacing, and infrastructure improvement projects within the Village. Responds promptly to emergencies such as flooding, severe weather, and road hazards, including after-hours call-ins. Ensures compliance with all applicable federal, state, and local laws, including New York State Highway Law and Department of Transportation regulations. Works cooperatively with the Mayor, Village Board, Village Clerk, and other departments on planning and budgeting. Oversees and ensures safe work practices in accordance with OSHA and Village safety policies. Operates heavy equipment, trucks, and other machinery when necessary. Communicates effectively and courteously with residents, contractors, and utility companies regarding Village projects or concerns.
Qualifications Education and Experience:
High school diploma or GED required; additional vocational or technical training in highway maintenance, public works, or civil engineering preferred. Minimum of five (5) years of experience in highway, public works, or construction operations. Supervisory or crew leader experience preferred.
Knowledge, Skills, and Abilities:
Thorough knowledge of road construction, maintenance, and snow and ice control practices. Ability to plan and manage projects, budgets, and personnel effectively. Skilled in the safe operation and maintenance of heavy equipment and vehicles. Strong organizational, communication, and leadership skills. Ability to interpret and apply state and local regulations governing highway operations. Willingness to work flexible hours and respond to emergencies as required.
Licenses/Certifications:
Valid New York State Commercial Driver's License (CDL), Class B or higher, required. Certification in OSHA safety training or willingness to obtain within one year of hire. Working Conditions Work is performed both indoors and outdoors in all weather conditions. Requires availability during evenings, weekends, and holidays for emergency response. Involves physical labor, including lifting, climbing, bending, and prolonged standing or driving. Compensation and Benefits Salary commensurate with experience and qualifications. Benefits as provided by the Village of Norwood personnel policies and applicable labor agreements.
