Job Description

Deputy Director - Washington Youth ChalleNGe Academy Exempt - Band 2 Bremerton, WA This recruitment is open on an internal basis only to permanent State employees of the Washington Military Department. The Washington Youth ChalleNGe Academy Deputy Director reports directly to the WYCA Director and has the authority and responsibility to manage the 24/7 day-to-day operations of the Academy residential and post-residential programs including staff coordination and project management.
ABOUT THE YOUTH CHALLENGE PROGRAM
Who we are: The WYCA was established under the authority and guidelines of the National Guard Youth Challe NG e Program. This is a voluntary program which includes a 22-week residential phase followed by a 24-month post-residential phase. The mission of the program is to provide a highly disciplined, safe and professional learning environment that empowers at-risk youth to improve their educational levels and employment potential and become responsible, productive Washingtonians. The Academy envisions a world where young adults are equipped and respected as equal partners in building resilience in their families and communities. The National Guard Challe NG e Program is one of the most successful alternative education programs designed for high school dropouts or youth that are not progressing in a traditional high school setting and has graduated over 216,000+ Cadets to date. gov /youth-academy Responsibilities include:
Supervise four department senior leaders - Residential Operations, Counseling, RPM, and Health Center. Provides second- and third-line supervision and coaching to professional RPM staff, counselors, health center assistants and cadre staff. Exercises indirect supervision of other departments and programs (e.g., education, business manager, etc.) and provides guidance and instruction to those program managers as required. Represents the WYCA at meetings, briefings, hearings, conferences, and other public and private forums. Responsible and accountable for the program operations and project planning of the WYCA. Supports the
WMD/WYCA
Strategic Plan, Academics, Outreach, and Case Management objectives to improve educational opportunities and alternatives for at-risk youth in our state. Monitors compliance with the Federal and State Cooperative Agreement, applicable federal and state laws, and agency policies/procedures. In coordination with the WYCA Director and Business Manager, monitors program budget expenditures and program compliance with the Master Cooperative Agreement and other federal and state fiscal requirements and guidelines. Works with WYCA Director, Business Manager, and WMD Finance Division to coordinate and resolve budget issues as necessary. Coordinates with the Bremerton School District to address and jointly resolve scheduling as well as any policies, procedures, programs, or issues that can negatively affect interdepartmental relationships, Cadet Core Component programming, the academic program or learning environment.
REQUIRED QUALIFICATIONS
Four years of professional level experience in mid to senior level management, and Experience work with at-risk you, and Ability, desire, and commitment to work with at-risk you in a 24/7, high structured residential setting.
DESIRED QUALIFICATIONS
Education/Experience:
Bachelor's degree. Educational background in administration, education, curriculum development, or related field. Military experience that includes leadership, personnel management, resource management, logistics, training, public relations, strategic planning, and/or program management.
Knowledge of:
Positive youth development philosophies and program operations. Effective leadership traits and management processes. Federal and state legislative procedures and general government operations. Labor relations principles and practices. Diversity, equity, and inclusion principles. Trauma-informed care and support approaches. Developmental relationship strategies and concepts. SPECIAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT
Character:
The WYCA Deputy Director is responsible for ensuring the safety and security of Cadets in the residential phase of the program and for role modeling the behavior expected from those Cadets. As such, it is imperative that the Deputy Director have basic character traits of honesty, courtesy, tact, cooperation, professional appearance and bearing. Background Check Must successfully complete a pre-employment personal history and criminal background check investigation, which includes fingerprinting. The background check is required for all employees of the Washington Youth Challe NG e Academy due to the nature of these positions (working with vulnerable youth) and the safety requirements of the job. Applicants are required to complete and sign a Washington Military Department Applicant Background and Disclosure Statement and a Waiver and Authority to Release Information Form. Candidates will not have access to any investigative materials and files. Must be willing to participate in periodic background checks in accordance with department policy. Failure to successfully complete any required background checks may be cause for termination. Drug and Alcohol Testing and Use Willing not to use or be in possession of illegal narcotics or controlled substances while on or off duty. Willing and able to be free from excessive alcohol consumption. Willing and able to pass drug testing requirements, including pre-employment (to include testing when employees change job classifications due to promotion or transfer or there is "reasonable suspicion"). WYCA Campus Ability, willingness, desire and commitment to work with all at-risk youth in a 24/7 highly structured residential setting requiring extensive interaction and contact with at-risk youth and parents who may be disgruntled, angry, disrespectful (use of profanity, name calling, etc.), depressed and at times confrontational. The WYCA campus is a tobacco, vaping, alcohol, drug, and weapon free facility. Weapons and alcohol are not permitted anywhere on campus when employees are on or off shift. This includes any alternate duty station site or in employee vehicles. Use of tobacco and/or vaping products is not permitted anywhere within the confines of the Youth Academy (to include alternate duty stations) or in the view of the students when performing off campus duties and responsibilities. Individuals working with at-risk youth in a residential setting are subject to safety and security surveillance. Willing to work in and around military facilities and programs. National Guard Youth Challe NG e Program-Cooperative Agreement (NGYCP-CA) Hands-Off Leadership Guidance Must be willing and committed to following the

Hands-Off Leadership and Appropriate Relationships Guidance, recognizing that as a staff member of the Washington Youth Challe NG e Academy, our positions have implied authority over Cadets, regardless of their residential or completion status. This policy prohibits staff members from touching Cadets in an aggressive or harassing manner or in any way inappropriate to a professional mentoring relationship. Hands-Off Leadership prohibits staff members from using unprofessional language, including profanity, vulgarity or off-color jokes when interacting with, correcting or motivating Cadets. Must be willing to follow directives and law pertaining to Hands-Off Leadership, Fraternization, Mandatory Reporting, and Appropriate Relationships. The uncompromising expectation for behavior in word and deed on the part of staff is nothing less than complete transparency and total professionalism. Travel/Training/Policies Must complete annual first aid and CPR training/re-certification. Must complete National Guard Youth ChalleNGe Program required training requirements (Budget, Fiscal Law, Cooperative Agreement, etc.). May be required to occasionally attend routine events, meetings or training at other locations. On rare occasions, travel in and out of the state for up to one week at a time. May be required to attend formal Youth Challenge staff training courses (up to one week each) and on the job training at another National Guard Bureau Youth Challenge Program (up to two weeks). Must comply with Department policies and procedures governing workplace conduct.
Driver's License:
Must possess a valid unencumbered license to drive in the State of Washington Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Work Schedule:
Work schedule will be established between the employee and supervisor. May be required to work additional hours to meet operational requirements to ensure completion of duties. Must be willing to work beyond established core hours/days when necessary to accomplish program activities and requirements, including responding to emergency situations in a reasonable amount of time when they involve cadet health, safety, or security.
Telework Eligibility:
Due to the essential functions of this position requiring customer focused in-person contact with community stakeholders as well as Cadets in residence, this position only eligible for telework on an ad hoc basis.
