Day or swing shift based on program need Strategic Technology Institute, Inc. is seeking experienced Electronics Technician Maintenance III candidates to support U.S. NavyFRCNW ALQ-99
Tactical Jamming System (TJS) Intermediate-Level and Depot-Level maintenance at NAS Whidbey Island. This is a senior electronics maintenance role supporting off-aircraftALQ-99 TJS
pod/component maintenance in a Government work center. Technicians perform advanced inspection, troubleshooting, fault isolation, repair, modification, testing, and technical guidance forALQ-99 TJS
WRAs, SRAs, components, assemblies, and associated support equipment. ETM III personnel are expected to serve as senior technical resources and, for assigned billets, support Collateral Duty Inspector (CDI) functions after required customer designation/training.Key Responsibilities:
- Perform advanced inspection, troubleshooting, fault isolation, disassembly, repair, modification, assembly, functional testing, and final maintenance actions on
ALQ-99 TJS WRA/SRA
components and assemblies.- Use applicable technical manuals, NAVAIR publications, maintenance requirement cards, schematics, wiring diagrams, drawings, work orders, local procedures, and other Government-provided technical data to perform compliant maintenance.
- Analyze complex analog, digital, RF, signal-flow, waveform, and electronic warfare circuit problems that cannot be resolved solely by basic manual look-up.
- Use ALQ-99/ECASS-related test processes and complex electronic test instruments, including oscilloscopes, signal generators, pulse generators, frequency synthesizers, distortion analyzers, semiconductor testers, curve tracers, and computer-controlled test equipment.
- Support scheduled and unscheduled maintenance, conditional/special inspections, WRA/SRA inspection and repair, technical directive compliance/modifications, ready-for-issue production objectives, preservation/de-preservation, and basic corrosion prevention/treatment incidental to the maintenance action.
- Perform or support
ALQ-99 TJS CDI
functions as assigned, including inspection of work for compliance with technical data, workmanship standards, quality requirements, and local work-center procedures.- Provide technical guidance to ETM I and ETM II personnel, including work sequencing, interpretation of technical data, test setup, troubleshooting approach, safe handling of assets, documentation accuracy, and quality workmanship.
- Document maintenance actions in required logs, records, forms, work orders, and electronic systems. Ensure inspection results, defects, corrective actions, and final acceptances are traceable to the work performed.
- Comply with
CNAFINST
4790.2/NAMP, NAMPSOPs, Tool Control, FOD Prevention, HAZMAT, ESD/EMI, METCAL, IMRL, 2M, Support Equipment PMS, Technical Directive compliance, corrosion control, safety, and local work-center requirements.- Interface with the Government-operated Tool Room to issue/receive tools and maintain accountability for tools issued to contractor personnel.
- Operate Category 3 crane and ALQ-99 test equipment if assigned and properly trained/certified.
- Support work center readiness for Government acceptance, first-pass yield, post-functional test inspections, and final inspection activities.
SCA Alignment:
This role applies advanced technical knowledge to solve complex electronics problems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents. Typical work includes isolating malfunctions, evaluating electromagnetic radiation issues, incorporating engineering changes, making circuit analyses, calculating waveforms, tracing signal-flow relationships, using complex test instruments, and providing technical guidance to lower-level technicians. Work may be reviewed by a supervisor for general compliance with accepted practices.Required Qualifications:
- Active DoD Secret clearance required.
- U.S. citizenship; ability to maintain Secret eligibility, obtain/maintain CAC, and meet NAS Whidbey Island base access requirements.
- Advanced electronics maintenance experience with the ability to troubleshoot analog, digital, RF, avionics, electronic warfare, or complex test-equipment systems using schematics, wiring diagrams, technical manuals, and test equipment.
- Ability to perform circuit analysis, waveform analysis, signal-flow tracing, fault isolation, functional testing, and repair verification.
- Ability to obtain and maintain
ALQ-99 TJS CDI
designation and all site-required training/qualifications before performing designated inspection functions.- Ability to complete or maintain required ALQ-99/ECASS, NAMP, NAVOSH, HAZCOM, CUI, PII, Active Shooter, Corrosion Control, Overhead Crane, and work-center training as directed.
- Ability to follow Navy aviation maintenance, quality, safety, security, FOD, tool control, HAZMAT, ESD, and records requirements.
- Ability to work assigned day or swing shift and support occasional weekend/holiday work if operationally required.
Preferred Qualifications:
- Prior
ALQ-99, AN/ALQ-99, EA-18G/EA-6B
electronic warfare, ECASS Family of Tester Electronic Warfare, depot/I-Level avionics, RF systems, or Navy aviation maintenance experience.- Current or prior CDI qualification/designation.
- Experience with OOMA, NALCOMIS, NALDA, NATEC, OIMA, AMPS, ASM, technical directive compliance, AESR/logbook coordination, or
CNAFINST 4790.2/NAMP
program requirements.- Familiarity with 2M/Miniature/Microminiature repair processes, soldering, ESD control, and electronic module repair.

Support U.S. Navy Fleet Readiness Center Northwest (FRCNW) ALQ-99 Tactical Jamming System (TJS) production and maintenance at NAS Whidbey Island, Oak Harbor, WA.Scope:
Intermediate-Level (I-Level) and Depot-Level (D-Level) off-aircraft maintenance support forALQ-99 TJS
pods, components, weapon-replaceable assemblies (WRAs), shop-replaceable assemblies (SRAs), and associated support equipment. Work includes scheduled and unscheduled maintenance, WRA/SRA inspection and repair, troubleshooting, functional testing, preservation/de-preservation, technical directive compliance/modifications, maintenance documentation, material support, and basic corrosion prevention/treatment incidental to the maintenance action.Work Center:
Work is performed in a Government work center coordinated with FRCNW/COR-designated Government maintenance representatives. Contractor personnel may work alongside an I-Level military workforce. This is a new workload requirement with no incumbent contractor workforce.Schedule:
Current expected maintenance shifts are day shift 0630-1500 and swing shift 1430-2300. Assigned shift depends on program need. A straight-time CONUS work week is generally 40 hours. Weekend/holiday work or shift changes may be required by operational commitment, with advance notice when practicable.Security:
Active DoD Secret clearance is required for performance. Candidates must be U.S. citizens able to maintain Secret eligibility, obtain/maintain a Common Access Card (CAC), and meet NAS Whidbey Island base access requirements.Compliance:
