Job Description

The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. The USU serves the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation, and uniquely relates these activities to military medicine, disaster medicine, and military medical readiness. The Department of Pathology (PAT), F. Edward Hebert School of Medicine invites highly qualified applicants to apply for the position of Professor (Chairperson). The Department of Pathology is responsible for teaching medical students Pathology in the classroom and in clinical settings and continuing education courses in university sponsored programs; and for ensuring a close academic relationship between academic Pathology and clinical activities with the Pathology Department of Walter Reed National Medical Center and the Joint Pathology Center. The department is also responsible for the conduct of scientific research in current areas of interest and the professional exchange of findings.
Duties:
The incumbent serves as Professor and Chairperson of the Department and is responsible for the administration of department programs and faculty, staff, and student evaluations to ensure program quality. He/she is also responsible for the teaching, clinical activities, research, and administration of the department. As Chairperson, PAT, and chief executive of a basic science and clinical department, the incumbent will be responsible for both its operation and the quality of its activities. In coordination with other faculty members of the SOM, and with the approval of the Dean, plans and develops the curriculum for the department. The incumbent is responsible for providing a productive and meaningful learning environment for the students by continually evaluating and revising the curriculum as needed. Coordinates with the Dean, the Associate Dean for Medical Education, and the Chairs of other clinical and basic science departments of SOM to determine the variety and scope of instructional techniques to be used such as lectures, discussions, laboratory exercises, seminars, conferences, audiovisual media, and computer-assisted problems appropriate to accomplish the learning objectives. Responsible for preparing and evaluating training manuals and other educational materials for the student. Develops and organizes specific courses of study for the department which provide practical experiences in learning fundamentals of pathology and diagnosis, and understanding of the interrelationships between patient and disease, evaluating patients with medical or surgical disorders. Organizes and monitors continuing education programs for the department, participates in faculty committees, prepares staff reports and makes recommendations on policies for the University as a whole. Responsible for obtaining highly qualified specialists as visiting lecturers and panelists. Plans and directs the organization and operation of the departmental laboratories and oversee the design, development, validation and implementation of all relevant laboratory experiments and computer-based research projects or studies. Oversee the selection of laboratory and related equipment, the ordering of all supplies and material for the department and is responsible for ensuring the maintenance of all teaching and research equipment. Oversee and evaluate all departmental research and teaching activities and provide supervision and direction for the entire department. Participates in investigational, research and development projects; directs experimental activities, evaluates data, draws conclusions, and publishes results. Reviews and critiques research and development areas and develops, monitors and evaluates contractual research and development arrangements. Ensures compliance with regulations and procedures by reviewing literature and preparation of protocols by subordinates. Oversee groups of medical students, interns, residents and postdoctoral graduate fellows at the tutorial level in the laboratory or clinical activities. Prepares materials for presentation and reviews student's performance. Prepares and presents lectures in major area of expertise to entire student body. Writes and edits for publication texts, articles, monographs and other materials on the subject of Pathology and related areas for use in the course of study and for research purposes. Determines and provides justification for the operational and research budget requirements for the department. Responsible for ascertaining the availability of logistics support and for the preparation of budget reports and other management documentation. Assures all aspects of the USUHS internal control program are operable within the department in order to protect and conserve government resources. Performs periodic program reviews and evaluations for effective utilization of facilities, space, budgeting, equipment, and personnel. Formulates research needs of the Department and evaluates the significance of new directions and emerging trends within the research field to achieve a quality and quantity of research that meets the department's missions and objectives. Evaluates the seriousness of problems and difficulties in achieving department program objectives and in advancing research efforts. Initiates appropriate action to ensure that proper emphasis is given to critical and far-reaching research. Prepares and encourages physicians and scientists to develop articles and reports and disseminates vital data to other investigators and physicians for whom the data is of significant value. Establishes criteria and standards for others to follow in planning, reviewing, and evaluating department programs. Exercise supervisory and personnel management responsibilities and is responsible for complying with equal employment opportunity (EEO) policies, merit principles, and internal control program regulations and requirements. Structures positions for maximum efficiency, economy, and productivity to achieve the organization mission. Plan, direct, and review work assignments of assigned subordinate personnel to ensure compliance with established policies, regulations and objectives. Schedule and approve leave requests. Write position descriptions and performance standards. Initiate recruitment actions, interview candidates, and select or recommend selection of high caliber candidates for subordinate positions. Evaluate and rate performance. Approve or recommend promotion, awards, discipline, or reassignments and determine developmental training needs of staff. Resolves grievances or employee complaints. Initiates administrative or disciplinary actions to resolve performance or conduct problems. Encourages and recognizes achievements and establishes and assures a positive and productive work environment. Remains knowledgeable of newer developments in the field of Pathology through reading professional journals and reviews, familiarization with new instrumentation and techniques, attendance at professional meetings, participation in scholarly symposia, and informal and continuing interaction with other Federal and civilian organizations. Represents the University and SOM at professional gatherings, delivers lectures and participates in meeting and panel discussions at other institutions. Maintains professional contacts with other medical schools throughout the country and maintains advantageous working relationships with members of professional organizations and other universities to keep aware of new developments. Participate in assignments involving analysis and evaluation of human tissue and samples for pathological implications. Acts as manager of the department's endowment funds, ensuring proper utilization of endowment fund assets while protecting the corpus of the endowment. Coordinates administrative activities relating to the endowment funds with the USU legal counsel and the Henry M. Jackson Foundation (HJF). Provides an annual budget for approval by an extramural oversight committee.
Qualification Requirements:
The incumbent must bring to this position a minimum of an earned Doctor of Medicine (M.D.) or D.O. degree, from an accredited university, board certification in Anatomic and Clinical pathology by the American Board of Pathology, and must hold an active unrestricted state medical license to be able to be credentialed to practice pathology at USU affiliated medical hospitals or organizations (i.e., Walter Reed National Military Medical Center (WRNMMC), Fort Belvoir, etc.), and be involved in pathology service activities at these facilities.
The position requires:
thorough knowledge and understanding of the practice of pathology and its subspecialties; substantial experience in medical school teaching, educational administration, personnel management and supervision, research and development; demonstrated leadership skills; analytical skill in evaluating and developing organizational policies, programs, and objectives; exceptional written and oral communications skills to provide presentations in a public forum as well as the ability to develop consensus decisions; expertise and experience as reflected by a significant number of scientific publications in critically reviewed scientific journals appropriate to his/her research and Pathology; and active membership in scholarly societies appropriate to the Department of Pathology. The selected candidate must be academically qualified for a faculty appointment at the Professor level in accordance with USU academic policies. Experience or knowledge of Federal or military health care organizations, educational programs, or health care systems are highly desirable. The incumbent of this position will hold a USU faculty appointment as Professor (with tenure). Assignment as Chairperson, PAT, is as an administrator position assignment and is without tenure. The initial appointment will be for a term of up to five years and may be renewed with no limit on the number of renewals. Assignment as Chair is not a continuous appointment and as such the incumbent serves at the pleasure of the Dean, SOM, and may be relieved as Chair. This position requires clinical care activities; as such the incumbent will be subject to pre-employment and random drug testing under the USU Drug-Free Workplace Program. The incumbent must also be able to obtain and maintain active medical privileges at the assigned medical health care command or organization. The incumbent will access and use the following USU, DoW, and/or government systems to perform the responsibilities of the position: email; Empower; defense travel system; Learning Resource Center (LRC) automated systems; CANVAS learning management system; Genesis; DPMAP; time and attendance system; MyBiz; JKO; and/or USAF, USN, Army, USPHS, or Coast Guard Officer Rating systems. Nominees for this position will be required to successfully complete a security background investigation. Failure to meet the background investigation requirements will result in the withdrawal of the position offer or removal from the position. The incumbent will be required to travel to various sites within and outside the Washington metro area and the United States to perform work and/or training activities as directed. Relocation expenses i.e., PCS or relocation incentives as described in 5 U.S.C 5733 may be authorized in accordance with applicable travel regulations, command policy and available command funding.
