Job Description

Position Purpose Drafts, edits, and produces the written work products delivered to NCCIH, including policy and process documentation, management plans, stakeholder communications, and recurring status reporting content. Owns document quality and Section 508 readiness across the engagement. Principal Duties
  • Drafts and edits charters, registers, schedules, management plans, business needs documents, analyses, reports, briefings, spreadsheets, forms and surveys, and policy and process documents for Government review.
  • Prepares stakeholder communications, decision memos, presentations, training materials, templates, job aids, and resources.
  • Assembles the Monthly Status Report, the Annual Status Report, and the Final Deliverable Report from workstream inputs, on the schedule the Statement of Work sets.
  • Applies quality control and quality assurance across work products and communications, covering terminology, formatting, and document structure.
  • Prepares documents to meet Section 508 accessibility requirements and coordinates with the
NCCIH 508
Compliance Team, which performs certification only.
  • Supports the NCCIH Office of the Director on preparation and deployment of NCCIH-wide communications.
  • Maintains document version control and standards and keeps the document baseline current on NCCIH Teams Sites, SharePoint, and Smartsheet.
  • Researches and gathers technical and background information from stakeholders for inclusion in documents.
  • Submits all documents as drafts or recommendations for Government review and approval. The position does not issue, approve, or enforce Government policy or procedure. Minimum Qualifications
  • Bachelor's degree from an accredited institution.
  • Three years of professional technical writing or editing experience.
  • Demonstrated experience producing documentation for a Federal client.
  • Demonstrated experience producing Section 508 conformant documents.
  • Advanced proficiency in Microsoft Word, including styles, templates, and long document management.
  • Able to obtain and maintain HHS personnel security screening at the level the Government determines.
The minimum education and experience stated above correspond to the labor category floor under which this position is priced. A candidate presented below that floor cannot be placed. Pittman Consulting Group's own education and experience substitution policy, as published on its contract vehicle, may apply where it meets or exceeds this floor; identify any substitution at the time a candidate is presented. Preferred Qualifications
  • Experience drafting policy or standard operating procedure documentation.
  • Familiarity with plain language standards for Federal communications.
  • Prior NIH or HHS communications support experience. Onboarding and Compliance Requirements These requirements flow down from the task order and apply to the individual placed in this position.
  • Onboarded and submitted for agency access by the contract kickoff meeting, which occurs no later than fifteen days after award.
  • HHS personnel security screening completed before access to HHS information or information systems.
  • HHS Privacy and Information Security Awareness training and the HHS Information Security Rules of Behavior acknowledgment, completed before access and annually thereafter. Certificates are provided to EMD Strategies for submission to the Contracting Officer.
  • A signed non-disclosure agreement, provided to EMD Strategies before performance begins.
  • Personal Identity Verification credential and assigned workstation on the Bethesda campus.
  • Inclusion on the single contractor roster EMD Strategies maintains for the task order.
  • Compliance with the organizational conflict of interest, records management, and information security requirements flowed down under the subcontract.
  • Reassignment or departure reported to EMD Strategies immediately, so EMD Strategies can notify the Contracting Officer and the Contracting Officer's Representative within the four hour window the task order requires.
  • Departures filled promptly and absences longer than three weeks backfilled.

From $70,000.00 per year
