Full-time Job Summary Concord Management Group is seeking an experienced Government Proposal Writer to develop compelling, accurate, and fully compliant responses to federal, state, and local government solicitations. The successful candidate will work with company leadership, business-development staff, technical specialists, and operational teams to turn complex information into clear, persuasive proposal content. This position requires excellent writing and organizational skills, a strong understanding of government procurement, and the ability to meet firm deadlines. Responsibilities Review RFPs, RFQs, RFIs, invitations to bid, sources sought notices, and related government solicitations. Identify submission requirements, evaluation criteria, deadlines, and potential compliance risks. Prepare compliance matrices, proposal outlines, schedules, content plans, and submission checklists. Write and edit executive summaries, technical approaches, management plans, staffing plans, past-performance narratives, and corporate-experience sections. Interview subject-matter experts and transform their input into concise, persuasive content. Develop customer-focused messaging, win themes, discriminators, and value propositions. Coordinate content from leadership, operations, technical teams, pricing, contracts, and external partners. Ensure proposals are consistent in tone, terminology, formatting, and messaging. Participate in Pink Team, Red Team, Gold Team, and final quality-control reviews. Incorporate reviewer feedback while maintaining accuracy and solicitation compliance. Proofread and inspect final proposal packages before submission. Maintain proposal templates, resumes, past-performance records, capability statements, and reusable content. Assist with presentations, statements of qualifications, white papers, and other business-development materials. Track proposal assignments and communicate progress, risks, and outstanding requirements to leadership. Required Qualifications Bachelor's degree in English, communications, journalism, business, public administration, or a related field, or equivalent professional experience. At least three years of professional proposal-writing experience. Demonstrated experience responding to federal, state, or local government solicitations. Excellent writing, editing, proofreading, research, and interviewing skills. Ability to interpret detailed solicitation instructions and produce compliant responses. Strong project-management and organizational skills. Ability to manage multiple assignments under tight deadlines. Advanced proficiency with Microsoft Word and working knowledge of Excel, PowerPoint, SharePoint, and collaborative document-management tools. Ability to work independently and collaborate effectively with cross-functional teams. Preferred Qualifications Experience with federal contracting and familiarity with FAR and DFARS requirements. Knowledge of Shipley or a comparable proposal-development methodology. APMP certification or related professional training. Experience developing compliance matrices and leading formal proposal reviews. Familiarity with SAM.gov, GSA eBuy, state procurement portals, or similar opportunity platforms. Experience with proposal-management or content-library software. Compensation The anticipated salary range for this position is $75,000-$95,000 annually. The final offer will depend on the candidate's experience, government-contracting knowledge, writing ability, certifications, and overall qualifications.Pay:
