Position Description Job Title Senior Proposal Writer Department Business Development / Capture Management Location Chantilly, VA (Hybrid) Employment Type Full-Time Experience Level Senior — 8+ years of federal proposal writing experience Clearance Active TS/SCI preferred Target Salary Range $130,000 - $175,000 Position Summary We are seeking a Senior Proposal Writer with a strong track record on federal proposals to independently lead the development of compelling, compliant content for complex Intelligence Community solicitations.
This is a senior role:
the ideal candidate works with minimal oversight, shapes win strategy into narrative, and is trusted to represent proposal quality in front of capture and executive leadership. Experience supporting National Geospatial-Intelligence Agency (NGA) programs is strongly preferred. Key Responsibilities Independently write and edit compliant, persuasive content across all proposal volumes (Technical, Management, Staffing, Past Performance, Pricing narrative). Translate capture win themes, discriminators, and technical SME input into a cohesive, compelling narrative. Interview SMEs and program staff to develop content on tight timelines with minimal direction. Serve as a color team reviewer, evaluating proposal quality and compliance against RFP requirements. Develop compliant outlines and storyboards directly from RFP/RFI instructions and evaluation criteria. Partner with graphic designers on visuals and develop oral presentation scripts as needed. Manage competing proposal deadlines, including evening/weekend work during crunch periods. Required Qualifications Bachelor's degree in English, Journalism, Communications, Business, or related field (equivalent experience considered). 8+ years of experience writing proposal content for U.S. federal government solicitations. Demonstrated success on large, complex federal proposals (technical, management, and past performance volumes). Strong understanding of the federal acquisition lifecycle, contract vehicles, and proposal preparation instructions (Section L/M). Excellent writing, editing, and organizational skills; proven ability to work independently under tight deadlines. Proficiency with Microsoft Office Suite. Preferred Qualifications Active TS/SCI clearance. Experience supporting NGA programs or familiarity with the
NGA/GEOINT
customer community. Experience on large federal prime proposals ($100M+ total contract value) in IT services or systems engineering. Familiarity with SharePoint, proposal management tools, and Adobe Creative Suite. Experience using AI-assisted writing tools to improve efficiency without sacrificing content quality.
Pay:
$130,000.00 - $175,000.00 per year
