Director of Part C Services Job Description Job Summary:
The Director of Part C Services provides leadership, oversight, and compliance management for WCFD's early intervention program serving infants, toddlers (birth-3), and their families under IDEA Part C. This role ensures implementation of a coordinated, multidisciplinary early intervention system, including child find, evaluation, IFSP development, screenings, referrals, plans of safe care, service coordination, and transition planning, while ensuring services are delivered in appropriate environments and aligned with all applicable requirements.Duties/Responsibilities:
All duties will comply with all rules, regulations, and practices of the agency and its regulating authorities. WCFD standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD. Provide program leadership and system oversight for IDEA Part C services across the region. Ensure compliance with federal IDEA Part C regulations (34 CFR Part 303) and applicable Wyoming and WCFD requirements. Collaborate with families, Head Start/Early Head Start, funding agencies, and community partners by participating in monthly WCFD DD Director meetings, Part C calls, provider calls, and maintaining strong communication across agencies. Oversee Child Find and referral systems, including public awareness, screenings, referral pathways, and Plans of Safe Care referrals. Ensure timely intake response and referral routing; maintain and monitor referral tracking systems. Oversee evaluation and eligibility processes, including assignment/coordination of multidisciplinary evaluation teams and family-centered assessment practices. Ensure accurate eligibility determination and documentation compliance. Facilitate IFSP development, meetings, implementation, and progress monitoring by administrating meetings, supporting progress tracking, and ensuring all required documentation is complete and compliant. Oversee IFSP development and implementation, including timeliness, functional outcomes, and meaningful family participation. Supervise and support Family Service Coordinators (FSCs) and assigned early childhood staff; therapists, and Quality Assurance Specialists by establishing and implementing WCFD supervision and coaching structures and guidance. Coordinate multidisciplinary service delivery (e.g., ECSE/special instruction, SLP/SLPA, OT/COTA, and other contracted providers) and ensure services occur in natural environments to the maximum extent appropriate. Ensure providers meet qualification standards and contracted service requirements. Oversee transition planning from Part C to Part B, including IFSP transition steps, notifications, coordination timelines, and timely transition conferences; collaborate closely with the Part B Coordinator. Implement compliance and quality assurance activities, including file Quality Assurance reviews, self-assessments, Child Outcomes Summary (COS) checks, and procedural safeguard/documentation monitoring. Maintain Part C data and tracking systems; monitor timeliness indicators, service delivery data, transition data, and family survey response rates. Maintain required documentation and reporting for accountability and monitoring. Support fiscal and resource coordination, including Medicaid documentation/compliance, local match requirements, and monitoring contracted provider utilization. Ensure completion and documentation of required screenings and support coordination of specialized evaluation activities as applicable. Provide training and technical assistance on procedures, compliance, and best practices, including training staff and partners on developmental milestones, the IFSP process, and ensuring staff maintain certifications as needed. Participate in ongoing professional development and system coordination by attending required training and other required meetings. Ability to support high-quality IFSP development/implementation using family-centered practices, functional outcomes, natural environments, and coaching models Proven ability to partner with families of young children and collaborate with multidisciplinary teams Skills in service coordination/case management Should demonstrate an understanding of developmentally appropriate practices and early childhood education principles. Must possess strong problem-solving skills and the ability to follow both written and verbal instructions accurately. Excellent interpersonal skills are required to collaborate with a diverse range of individuals and personalities. Strong communication skills are essential to interact with staff, children, families, and the broader community. Must have effective stress management strategies and the ability to maintain composure in challenging situations. Flexibility is key; the ability to adapt to changing daily routines is required. Bilingual candidates are preferred.Education and Experience:
Education (required): Bachelor's degree in Early Childhood Education, Special Education, Social Work, Child Development, Psychology, or related human services field. Education (preferred): Master's degree in Early Childhood Special Education, Special Education, Social Work, Public Administration, or related field. Experience (required): Minimum 3-5 years of experience in early intervention (birth-3), early childhood special education, or related developmental disability services. Demonstrated experience working with families of young children and multidisciplinary teams. Preferred experience with service coordination/case management and developmental assessments or intervention planning (including participation in IFSP meetings). Experience (preferred): 1-3 years of supervisory or program management experience. Must attain additional training or certifications, which may be required by Wyoming Child and Family Development, Inc. WCFD will only accept college degrees from accredited institutions recognized by the U.S. Department of Education.Preferred:
Early Intervention credential (if applicable in Wyoming); social work or education licensure; training/certification in developmental screening tools and autism evaluation tools (e.g., ADOS exposure), as applicable.Physical Requirements:

Must be able to assist children in emergency situations and provide first aid when needed.
