MayorJOB SUMMARY
: The Public Safety Director is an appointed position, is at will at the discretion of the Mayor, responsible for the administrative supervision of the Department of Public Safety, its Properties, equipment and of the Departments of Fire, Police, Jail, Emergency Dispatchers, Animal Control . This position is responsible for advising the Mayor and/or Council and all applicable boards and commissions regarding issues pertaining to public safety. This position may be amended from to time by the Mayor. This position will be part-time, 25-30 hours per week.ESSENTIAL JOB FUNCTIONS
: The following list of essential job functions is not exclusive or all-inclusive. Other duties may be required and assigned.- Plan, supervise and coordinate the activities of the various departments of fire and police; subject to the general direction and/or approval of the Mayor.
- Furnish technical advice to department directors, the Mayor and other City officials concerning public safety issues and techniques.
- Establish any and all necessary policies, rules and regulations for both the police and fire departments when judged such policies, rules and regulations will be beneficial to the efficiency of the departments, as well as beneficial to the welfare and safety of the City of North Royalton.
- Plan and implement an overall safety policy for all safety departments in order to better carry out the policies and goals of the governing body, reviews safety divisions performance and effectiveness and formulates programs and policies to alleviate deficiencies.
- Coordinate the integration of public safety programs of other city departments as well as any federal, state, county government agencies.
- Supervise and coordinate the preparation and presentation of an annual budget for the safety departments.
- Assist in the preparation of specifications for all items incidental to the proper operation or function of the Department, when requested and/or directed by the Mayor.
- Maintain or cause to be maintained adequate and accurate reports of all activities under the jurisdiction of the Department.
- Plan and direct the city's animal control activities including but not limited to the licensing, impounding, temporary housing, treatment and disposal of animals.
- Conduct public information and safety programs.
- Cooperate with county, state and federal law enforcement agencies, fire department and legal representatives when necessary and appropriate.
- Supervise and oversee the dispatching of public safety and other response vehicles for emergency response.
- Prepare studies, reports and recommendations relative to the public safety program for the Mayor and or Council.
- Mediate and or negotiate with various organized labor groups.
- Perform any and all duties and additional responsibilities as directed by the Mayor.
- Keep regular and consistent work hours.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of applicable laws, ordinances, rules, regulations and standard operating procedures related to public safety. Considerable knowledge of computers and computer aided dispatching, working knowledge of modern principles and best practices of public administration.
- Ability to train and supervise subordinate personnel, ability to communicate effectively orally and in writing, ability to establish and maintain effective working relationships with subordinates, peers and public officials. Ability to exercise sound judgment in evaluating situations and in making decisions. Ability to give and follow verbal and written instructions.
- Basic office methods and procedures.
QUALIFICATION, TRAINING, AND EXPERIENCE
: Bachelor's degree in law enforcement, criminal justice, fire science, public or business administration preferred, 5 years experience in public safety with 5 years in a supervisory capacity or an equivalent of education and experience and a valid Ohio driver's license. Must submit to a criminal background investigation. Must be available 24/7.LANGUAGE SKILLS
