Primary Purpose:
The primary purpose of this position is to ensure that the district uses its State and Federal funds in compliance with ESSA and EDGAR. The Program director provides leadership and assists with the development, implementation, evaluation, and audit of grants; developing department procedures; providing grant-related consultative services and technical assistance to District and campus personnel; developing the annual budget for the district and campuses; and acting as compliance officer for federal and state grant programs including the ESSA. Ensure that District maintains compliance with EDGAR guidelines. The director collaborates with other program directors to ensure that there is continuous academic improvement for students.
Qualifications:
Education/Certification:
Master's Degree in Curriculum and Instruction and/or Educational Leadership (preferred)
Special Knowledge/Skills:
Demonstrated leadership abilities
Experience:
Experience as a Campus Principal and/or District Level Administrator preferred. Experience writing grants preferred.
Major Responsibilities and Duties:
Technical Support Provide training on Campus Improvement Plans for continuous improvement Ensure the district complies with EDGAR guidelines. Recommends, supervises, and supports Title I Part A, Title I Part C, Title I Part D, Title III, Title IV, and State Compensatory Education district staff. Prepares the annual ESSA Consolidated Application for Federal Funding. Prepares and administers the following grants in accordance with
ESSA:
Title I Part A, Title I Part C, Title I Part D, Title II, Title III, and Title IV. Prepares the ESSA Priority School Application Completes and submits all application negotiations to the Texas Education Agency to expedite the Notification of Grant Award for the district. Prepares and submits the ESSA Programs/Program Effectiveness Review report for the different stages of interventions for all federal grants. Completes and submits the annual Title I Comparability Report for the district. Completes and submits annual Compliance Reports for the ESSA Consolidated Application. Determines and establishes budgets for Title I Part A, Title I Part C, Title I Part D, and Title IV. Assists campuses in the preparation of their Title I budgets, providing guidance for effective use of Title I funds. Maintains accurate district and campus accounts following local, state, and federal guidelines for all Title funds and State Compensatory Education programs. Develops and establishes appropriate services and budgets to eligible private non-profit schools for Title I Part A. Works closely with the Grants Specialist to ensure budgetary guidance and support is provided to all campuses. Reviews district expenditure report to ensure that the correct funds are drawn down monthly. Coordinates district parental involvement for Title I Part A, Title I Part C, Title II, Title III, and Title IV programs as well as ensuring campus compliance with federal and state parental involvement requirements Supports and facilitates program coordination between federal and state programs offered within the district. Remains up to date on current laws pertaining to the state and federal compensatory programs. Remains current on curriculum and instructional strategies which affect compensatory program instruction and implementation. Work in collaboration with other program directors to complete PBMAS activities to ensure compliance when district is staged. Works with campuses to remove barriers so that staff can achieve optimum achievement. Maintains accurate documentation supporting budget transfer requests and personnel requests within the programs. Serves as a liaison between the campus and central office staff ensuring program compliance and that implementation and procedures are completed in a timely and effective manner. Completes yearly comparability and audit requirements for all Title Grants and State Compensatory Education programs. Maintains appropriate documentation necessary for federal and state compliance. Ensures federal funds are integrated so that a complete instructional delivery system is in place. Coordinates the data entry requirements of the Migrant Education Program. Ensures that all migrant families are properly identified and recruited. Ensures that public hearings and information is disseminated for all federal grants. Monitors academic progress of all migrant students by working cooperatively with the principal and migrant staff to implement a total instructional and support program which addresses the specific needs of migrant students according to state and federal guidelines. Ensures that development and operation of the Title I Migrant Education Program Parent Advisory Committees are in accordance with state and federal guidelines. Coordinates with the district's Child Nutrition Services to ensure correct meal eligibility counts which have direct federal funding implications. Ensures that campuses with CEP (community eligibility provision) are collecting income data to determine student income eligibility. Maintains State and federal program manual to ensure that it contains up to date information. Performs duties in a professional, ethical, and responsible manner. Ensures that Semi Annual certification is completed Follows effective verbal and written communication with all stakeholders. Forms of communication may include but are not limited to phone calls (cell phone and land line), email, memos, newsletters, etc. Supports the goals and objectives of the school district and follows all district policies. Demonstrates the ability to attend work on a regular and routine basis to avoid disruption of district operations. Demonstrates a high level of independent, ethical, and professional conduct. Performs any other duties assigned by the appropriate supervisor.
