Job Description:
Job Summary This position provides strategic leadership and oversight of PSEGLI's compliance functions related to health and safety, environmental regulation and permitting, and North American Electric Reliability (NERC) and Critical Infrastructure Protection (CIP) standards. This role ensures the organization maintains full compliance with federal, state and local laws and industry standards while fostering a culture of safety, sustainability and operational reliability. Job Responsibilities
  • Develop and implement a comprehensive regulatory compliance strategy covering health and safety, environmental and
NERC CIP
standards. Advise PSEGLI leadership on evolving compliance risks, trends and regulatory developments. Drive continuous improvement initiatives that enhance compliance and operational resilience. Establish and track key performance indicators for compliance effectiveness.
  • Lead cross-utility health and safety program ownership, including improvement initiatives, health & safety compliance, analytics, LIPA compensatory metrics, return-to-work process and regulatory reporting to ensure organizational compliance with standards and regulatory compliance with government agencies (NYS, OSHA, DOL, DOT, etc.).
  • Ensure appropriate training, hazard assessments and incident investigations are conducted and documented. Drive continuous improvement initiatives to enhance safety first culture.
  • Provide strategic leadership and direction for all utility activities required to plan and execute licensing and permitting support for PSEG-LI's large capital projects in environmentally sensitive areas.
Ensure compliance with federal, state and local environmental regulations. Lead internal and external resources to prepare negotiating positions, permit applications and supporting material and submittals necessary for federal, state, regional, and local permits, licenses and approvals.
  • Provide strategic leadership for all core environmental functions and regulatory programs in the areas of air, water, waste, spill (SPCC), land use, remediation, resource recovery, greenhouse gas emissions, site remediation, employee training and annual Right to Know reporting.
  • Provide oversight to management and union environmental and resource recovery professionals responsible for environmental compliance functions including: 24/7 emergency response, long term remediation, and compliance assistance in the areas of air, water, waste, land use, asbestos/lead, resource recovery, fish and wildlife and all other environmental media.
This includes the safe and efficient operation of the Company's permitted Treatment, Storage & Disposal Facility in accordance with regulatory and permit terms and conditions.
  • Collaborate with PSEGLI and LIPA executive leadership on significant NERC standard policy and compliance enforcement, matters including the governance mechanisms of the program.
  • Lead PSEGLI internal compliance program for all NERC standards applicable to
LIPA NERC
Registrations, i.e., Transmission Owner (TO), Transmission Operator (TOP), Transmission Planner (TP) and Distribution Provider (DP). Coordinate all
NERC/CIP
compliance assessments and assurance activities on behalf of LIPA in accordance with FERC, NERC, and the NPCC.
  • Manage
NERC CIP
compliance program. Direct activities of PSEGLI lines of business to ensure regulatory compliance and ensure required compliance documentation has been developed and can be stored, recovered and produced as evidence in a regulatory audit.
  • Oversee the formal process to register identified assets as Bulk Power System by consulting with NPCC to determine registration obligations, officially notifying the regional entity of status change, registering with NERC for the applicable functions and following construction, complying with all the applicable mandatory NERC Reliability Standards including physical security and Cyber security standards.
Job Specific Qualifications Bachelor's degree, preferably in Engineering or Environmental Science; Bachelor's degree in other science fields may be considered A minimum of 10 years of experience managing staff A minimum of 10 years of experience working with regulatory agencies for OSHA and other safety related compliance, environmental and construction-related permit programs (New York State SEQRA, Wetlands, SWPPP etc.) and Northeast Power Coordinating Counsel and North American Electric Reliability Counsel Must be knowledgeable of the various regulatory and governing agencies, standards, and legislation Knowledge of environmental and regulatory compliance, applicable safety rules, Regulatory Compliance utility experience in some of or all the following: Critical Infrastructure Protection (CIP), NERC Standards, Transmission and Substation Operations and Engineering, ISO / RTO Compliance, and/or Siting Proven ability to influence and build positive and productive working relationships with all stakeholders to set standards and guidelines related to regulatory compliance Expert in interpreting and communicating technical information in business language and vice versa Strategic thinking with a focus on business value; ability to develop strategies while incorporating a broad organizational perspective Professionalism, integrity, and strong customer/client focus Compliance with the Department of Energy's regulation 10 CFR 810 is required Desired Advanced Degree in related field Professional Certification in relevant field
