Cheltenham Youth Detention Center 11003 Frank Tippett Rd. Cheltenham, MD. 20623 Main Purpose of Job The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Superintendent III , so join our team and make a meaningful impact on youth and the community at DJS! The Superintendent serves as the chief administrator of a Maryland Department of Juvenile Services (DJS) facility, responsible for the overall management of daily operations, staff supervision, and the safety, security, and rehabilitation of youth. This role ensures compliance with all state regulations, implements effective treatment and behavioral programs, and promotes a structured, therapeutic environment that supports positive youth outcomes.
POSITION DUTIES
In this role, you will have the opportunity to contribute in various ways, including: Driving operational excellence: Overseeing the preparation and submission of budgetary and staffing requirements, ensuring the Center operates with the necessary resources to maintain safety, security, and efficiency.
Shaping policies and procedures:
Establishing, approving, and adapting policies for all Residential Youth Center programs to align with departmental guidelines and support continuous improvement.
Setting impactful goals and standards:
Defining clear objectives and performance measures to ensure youth receive optimal care and services while empowering staff to achieve peak performance.
Leading and mentoring staff:
Guiding subordinate supervisor through regular feedback and performance reviews to build a cohesive, high-performing team.
Building a strong organizational foundation:
Assessing and implementing effective organizational structures and staff solutions to mee the facility's operational demands.
Championing professional growth:
Identifying and addressing staff training needs, equipping youth team with the latest knowledge and tools to excel in their roles and embrace industry advancements.
Fostering community and stakeholder collaboration:
Acting as a liaison with managers, officials, and community partners, cultivating partnerships and enhancing public relations to support the Center's mission.
MINIMUM QUALIFICATIONS
Education:
High school diploma or G.E.D. certificate recognized by the Maryland State Board of Education, as required by Correctional Training Commission regulations.
Experience:
Eight (8) years of progressively responsible experience in facility management or operations, including at least three (3) years of supervisory or managerial experience in a juvenile detention, residential youth treatment program, or similar institutional setting.
Note:
An Associate's degree in criminal justice, social sciences, or behavioral sciences may substitute for up to one (1) year of the required general experience. A Bachelor's degree may substitute for up to two (2) years of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position may possess any of the following qualifications: A Bachelor's degree in Criminal Justice, Social Work, Psychology, Public Administration, or a related field Experience in preparing and managing budgets, ensuring efficient resource allocation to meet facility needs and maintaining operational success Experience with developing, enforcing, and evaluating policies that align with State and departmental guidelines Experience with setting clear goals , conducting performance evaluations, and addressing staff training and development needs.
