I. JOB SUMMARY
Family Service & Children's Aid Society employs the full-time position of Intensive Outpatient / Outpatient (IOP/OP) Counselor to provide drug and alcohol therapy and casework services to assist consumers in attaining a more satisfactory social, economic, emotional, and/or physical adjustment to their current situation. Clinically, the counselor is needed to utilize his or her education, training, judgment, and discretion to direct the therapy as needed. Duties associated with this position include but are not limited to assessment of consumer needs, research and referral for appropriate services, and monitoring progress made toward completing mutually agreeable goals. Clinical counseling services may be provided to consumers and members of their families in an effort to aid them in achieving a more satisfactory adjustment to their specific problem or situation. This IOP/OP Counselor position is located at Family Service & Children's Aid Society's Oil City Office at 716 East Second Street. This position facilitates the provision of specialized Intensive Outpatient / Outpatient Drug and Alcohol therapy to addicted individuals in Venango County. The work schedule varies and will include some evening hours based on consumer need. This position reports directly to the Drug and Alcohol Program Director with formal supervision being held a minimum of once per week for up to one year of employment in this position, and on a regular basis thereafter; informal supervision is available as necessary. This position also indirectly reports to the Executive Director of Family Service & Children's Aid Society. This full-time position provides services primarily in the office setting.

Employee is expected to comply with all program, Agency, county, and state requirements.
II. ACCOUNTABILITIES REGARDING WORK PERFORMED 1.
Direct Services Provide treatment to identified at-risk consumers. Conduct drug and alcohol assessment and focuses on strengths and needs to develop the most appropriate treatment plan. Plan and conduct individual, marital, and family therapy, based on the needs of the consumer receiving services, using a variety of treatment modalities to analyze, interpret, or make deductions from varying facts or circumstances presented. Coordinate with local agencies/schools/court system to ensure the most appropriate treatment plan on a case by case basis. Develop a cooperative effective working relationship with other employees. Facilitate weekly men's, women's, and mixed treatment groups. Comply with all program, Agency, county, and state regulations. Develop and maintain specialized service areas at the request of the Program Director to strengthen the overall counseling program. 2. Record Keeping Complete treatment plans and treatment documentation activities per program criteria and standards for accountability for direct services Maintain accurate statistical and service information to have an up-to-date profile of services rendered and to be in compliance with contract specifications. Recommend discharge, using discretion and judgment, and follow-up plans. 3. Other Attend training sessions, conferences, and meetings as identified in individualized training plan in order to keep abreast of current information, regulations, and general knowledge to enhance professional growth. Attend 25 hours of mandatory drug and alcohol training to specifically achieve counselor competency of chemical dependency issues as directed by the Drug and Alcohol Program Director. Participate in all required supervision sessions, planning meetings, and treatment team meetings. Is expected to be actively involved in collaborating to determine appropriate therapeutic options for individual consumer needs. Develop and implement liaison among local agencies to promote the development of support and relief services for Drug and Alcohol consumers. Seek out information and skills as needed to offer consumers the highest quality of service. May perform other duties deemed appropriate by supervisory and/or executive staff to enhance the operation of a particular program or of the Agency as a whole.
III. HIPAA MINIMUM NECESSARY STANDARD
The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information. This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description. 1. Permitted Accesses Access to consumer files for the Intensive Outpatient / Outpatient Drug and Alcohol Program. 2. Justification/Purpose To carryout the treatment, payment, and operations of the Intensive Outpatient / Outpatient Drug and Alcohol Program including, compiling consumer files to ensure a complete record of service activities, and maintaining accurate consumer files in order to comply with program standards. IV. Requirements Valid PA driver's license to use on the job when necessary and proof of own vehicle insurance if personal vehicle is used for business purposes. Act 151, 73, and 34 clearances. Ability and willingness to respect and practice confidentiality. Flexibility to work irregular hours. Willingness to attend out of town conferences, training workshops, and meetings as necessary.
V. QUALIFICATIONS
Ability to communicate in a clear, concise, and professional manner. Ability to use a computer and software for word processing. Ability to work well within stated time frames or deadlines and adapt to change in the work environment. Ability and personality characteristics to work effectively with people from all social, economic, ethnic, and educational backgrounds and age groups. Ability to work effectively without direct supervision demonstrating accuracy and thoroughness and monitoring own work to ensure quality. Strong commitment to implement and promote the philosophy, goals, objectives, and policies of the Agency. Ability to communicate clearly in both oral and written form. Ability to organize workload around program priorities, use time efficiently, and develop realistic action plans. Ability to accept and exercise authority appropriately and make rational informed decisions. Ability to work well under pressure. Ability to respect and practice confidentiality. Knowledge of principles and practices involved in the development and implementation of alcohol and other drug treatment.
Knowledge of:
Drug and alcohol abusing subculture. Physical and emotional characteristics of drug and alcohol dependency. Addition. Group dynamics. Understanding of women's addiction and family dynamics. 14.
Skills to:
Develop, plan, and organize intensive inpatient and outpatient programs , based on the needs of the consumer receiving services, using a variety of treatment modalities to analyze, interpret, or make deductions from varying facts or circumstances presented. VI. MINIMUM EXPERIENCE AND TRAINING 1.
Education/Training Requirements Bachelor's degree from an accredited college with a major in chemical dependency, psychology, rehabilitative sciences, counseling, or other related field and two years experience in a human service agency, preferably in a drug and alcohol setting which included direct service and program planning. Become a Certified Addictions Counselor within the first three years of employment of a counselor assistant/counselor. 2. Work Experience Two years of experience in a human service setting and a bachelor's degree in a behavioral science; OR any equivalent combination of experience and training. Additional Details
