Job Description

ECI Program Manager• Oak Ridge, TN Edgewater Technical Associates is seeking qualified candidates for an Export Controlled Information (ECI) Program Manager opportunity in Oak Ridge, TN.
Position Overview:
The ECI Program Manager is responsible for establishing, implementing, and overseeing the site‑wide ECI Program to ensure the proper identification, marking, handling, storage, transmission, and protection of Export Controlled Information in accordance with DOE directives, federal regulations, and contractual requirements. This role serves as the site's primary authority on ECI policy and works closely with classification, cybersecurity, legal, counterintelligence, and export control personnel to ensure consistent and compliant information‑protection practices across all organizations.
Key Responsibilities:
Lead the development, implementation, and continuous improvement of the Export Controlled Information Program in alignment with
DOE O 471.1B, DOE O 142.3B, 10 CFR
Part 810, and applicable federal export regulations. Develop and maintain site‑level ECI policies, procedures, and guidance documents. Serve as the Subject Matter Expert (SME) for ECI identification, marking, and handling requirements. Ensure integration of ECI requirements into site processes, including R D workflows, procurement, IT systems, and document control. Review documents, technical data, and communications to determine whether they contain ECI and ensure proper marking and protection. Coordinate with cybersecurity to ensure electronic systems meet ECI protection requirements (e.g., access controls, encryption, approved transmission methods). Oversee ECI storage, transmission, and destruction processes to ensure compliance with DOE and federal requirements. Support foreign national access reviews by identifying ECI risks and advising on mitigation strategies. Qualifications Bachelor's degree in information security, engineering, physical sciences, international affairs, finance or related field. Master's Degree Preferred. 20+ years of experience in information protection, export controls, classification, security, or compliance programs. 10+ years of experience working in a DOE, national laboratory, nuclear, or high‑security environment required. Strong knowledge of DOE information‑protection directives, ECI requirements, and federal export regulations. Active Department of Energy Q Clearance
