The Adult Education and Literacy (AEL) Coordinator is responsible for coordinating, administering, monitoring, evaluating, and continuously improving Adult Education and Literacy (AEL) programs funded through the Texas Workforce Commission (TWC) and other applicable funding sources. This position provides leadership in grant administration, contract management, compliance monitoring, strategic planning, performance management, fiscal oversight, technical assistance, community partnerships, and program development to ensure compliance with federal, state, and local requirements. The AEL Coordinator serves as the primary resource for Adult Education and Literacy initiatives and collaborates with educational institutions, contracted service providers, Workforce Solutions Brazos Valley, local governments, community organizations, employers, and state agencies to improve educational attainment, workforce readiness, and employment outcomes throughout the Brazos Valley region. The position reports directly to the Workforce Program Manager or designee through supervisory channels.
ESSENTIAL FUNCTIONS

Coordinates the implementation and delivery of AEL Consortium programs and services to achieve established program outcomes. Develops and administers implementation of AEL program plan, budget and policies based upon grant requirements and other Board, state, federal and/or funding guidelines. Assists with or provides oversight of the development of guidelines, procedures, policies, rules, and regulations supporting Adult Education and Literacy programs. Coordinates professional development requirements and monitors contractor compliance with applicable professional development standards. Works in conjunction with Consortium partners, employers and the community to understand common workforce needs in adult education and literacy and develop strategies for meeting those needs. Establishes community partnerships and collaborative relationships that promote workforce and education initiatives. Reads, interprets, and communicates relevant legislation, guidance letters, policies, and other program requirements. Protect confidential information and ensure compliance with applicable privacy requirements. Provides presentations to the Board of Directors, AEL Consortium, community organizations, stakeholders, and other appropriate audiences regarding AEL program performance, challenges, and best practices. Assists with special projects and strategic initiatives assigned by the Workforce Program Manager.
ADMINISTRATIVE DUTIES
Grant Administration Coordinates the administration of Adult Education and Literacy grants, including implementation, reporting, budgeting, and performance monitoring. Assists with the preparation of grant applications, continuation requests, modifications, and supporting documentation. Monitors grant performance measures and assist in ensuring contractual obligations are achieved. Coordinates grant-related procurement activities in accordance with BVCOG procurement policies. Reviews grant expenditures, invoices, and supporting documentation for completeness and compliance. Maintains grant files and documentation sufficient to support audits and monitoring reviews. Contract Administration Monitor contractor performance to ensure compliance with contractual requirements and established performance measures. Coordinate contractor monitoring activities, including programmatic and fiscal reviews. Coordinate daily program operations to ensure services are delivered efficiently and in accordance with applicable regulations. Review contractor reports and supporting documentation for accuracy and completeness. Assist in the negotiation and development of contracts, including statement of work, budget, and performance outcomes. Assist with contract amendments, renewals, and closeout activities. Maintain contract records and supporting documentation. Provide technical assistance and guidance to contractors and partner organizations regarding program requirements. Reporting and Administrative Responsibilities Prepares reports, correspondence, presentations, policies, procedures, and other administrative documents. Prepare required reports and review statistical projections for accuracy of data and validity of projections. Maintains accurate program records within TEAMS and other required reporting systems. Manages data validation in systems such as TEAMS and other appropriate software necessary to evaluate performance. Collects, analyze, and report program performance data to management and funding agencies. Performs other related duties as assigned. Compliance and Monitoring Monitor compliance with Texas Workforce Commission, Workforce Development Board, federal, state, and local regulations governing Adult Education and Literacy programs. Monitor program performance and recommend operational improvements that enhance efficiency, customer service, and contract performance. Coordinate monitoring visits, audits, and program reviews. Assist in preparing responses to monitoring findings and corrective action plans. Coordinate corrective action activities when deficiencies are identified. Maintain documentation supporting compliance with grant and contractual requirements. Protect confidential information and ensure compliance with applicable privacy requirements. Planning and Community Partnerships Coordinate local and regional planning activities supporting Adult Education and Literacy initiatives. Coordinate program implementation activities with Workforce Development staff and community partners to support integrated service delivery Provides presentations to the Board of Directors, AEL Consortium, community organizations, stakeholders, and other appropriate audiences regarding AEL program performance, challenges, and best practices. Develop and maintain productive relationships with educational institutions, Workforce Solutions Brazos Valley, employers, community organizations, and governmental agencies. Represent BVCOG at meetings, conferences, planning sessions, and community events related to Adult Education and Literacy.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
Bachelor's degree in Education, Public Administration, Workforce Development, Social Sciences, Business Administration, or a closely related field. Three (3) years of progressively responsible professional experience in adult education, workforce development, grant administration, contract administration, compliance, auditing or monitoring, program administration, or a related field. Experience interpreting and applying federal, state, or local program requirements and monitoring program or contractor performance. Equivalent combinations of relevant education and experience may be considered.

WORK SCHEDULE
Work week is Monday through Friday during normal business-type hours (8am-5pm). Weekend hours may be required during special events or projects.
