DEFINITION
Under the general direction of the assigned administrator, provides instructional design consultation and expertise to faculty, staff, and administrators; supports the development, implementation, and evaluation of online, hybrid, HyFlex, and technology-enhanced courses; promotes the effective use of instructional technologies and learning management systems; develops and delivers professional development activities related to teaching, learning, accessibility, and educational technology; supports compliance with accessibility standards and distance education (DE) regulations; develops instructional resources, tutorials, and digital learning materials; and provides technical and instructional support to ensure quality online learning experiences that promote student success and equitable access.
SUPERVISION RECEIVED AND EXERCISED
Receives direct or general supervision from the assigned Administrator. Exercises no supervision of staff.

Provides independent instructional design expertise, consultation, and technical support for online and technology-enhanced instruction.
EXAMPLES OF ESSENTIAL FUNCTIONS

Collaborate with the Instructional Designer/Faculty Trainer and Open Educational Resources (OER) Coordinator to design, develop, implement, and improve accessible DE courses and instructional materials across online, hybrid, and technology-enhanced modalities; provide guidance on instructional design, effective teaching practices, accessibility, and appropriate use of OER. Evaluate digital tools, learning platforms, and instructional technologies for accessibility, usability, instructional effectiveness, data privacy, interoperability, and alignment with institutional requirements; prepare findings and recommendations informed by the California Education Code, Title 5 regulations, accreditation standards, and applicable federal and state laws governing DE. Support institutional evaluation and faculty discussion regarding the instructional use of artificial intelligence (AI) in DE; assist faculty with selecting, adopting, and integrating AI-supported tools in ways that align with course learning outcomes, academic integrity expectations, accessibility requirements, data privacy standards, and institutional policies and guidelines. Collaborate with the OER Coordinator to assist faculty with adopting, adapting, and developing OER and other Zero Textbook Cost (ZTC) materials; support course redesign, resource selection, accessibility evaluation, licensing considerations, and implementation of OER and ZTC materials. Apply evidence-based instructional design practices, innovative technologies, and principles of pedagogy and andragogy to support diverse learners; promote equitable access, inclusive instruction, student engagement, and alignment with accessibility standards and Universal Design for Learning principles. Serve on assigned institutional and external committees, task forces, and workgroups; represent DE, instructional design, educational technology, accessibility, OER, and related program perspectives as appropriate. Support implementation of the institution's Accessibility Capability Maturity Model initiatives by conducting comprehensive accessibility evaluations of instructional digital content, instructional materials, electronic documents, multimedia, applications, learning platforms, and instructional technologies; identify accessibility barriers and compliance gaps based on the Americans with Disabilities Act, Section 508, applicable Web Content Accessibility Guidelines, and institutional accessibility standards; document findings, recommend corrective actions, provide remediation guidance, and track progress toward institutional accessibility goals. In collaboration with the Instructional Designer/Faculty Trainer and OER Coordinator, plan, develop, coordinate, and deliver workshops, consultations, training sessions, and other professional development activities related to DE, instructional design, accessibility, OER and ZTC, AI, and emerging instructional technologies; develop supporting resources, guides, and training materials. Research, test, and evaluate emerging instructional technologies, accessibility solutions, and DE practices; assess their potential instructional value, accessibility, usability, risks, resource requirements, and alignment with institutional priorities. Collect, analyze, and maintain program data; prepare reports, recommendations, procedures, training materials, and other documentation in support of DE, accessibility, accreditation, OER and ZTC, and instructional technology initiatives. Provide technical and instructional consultation to faculty and staff regarding course design, accessibility, instructional technologies, learning management system features, and effective practices for online, hybrid, and technology-enhanced instruction. Maintain current knowledge of accessibility requirements, DE regulations, accreditation expectations, instructional design practices, emerging technologies, and developments affecting digital teaching and learning. Perform related duties as assigned.
QUALIFICATIONS
Knowledge of:
Principles and practices of instructional design, curriculum development, and learning theory. Online, hybrid, Hyflex, synchronous, and asynchronous instructional methodologies. Learning management systems, preferably Canvas. Artificial Intelligence (AI), including generative AI tools such as Google Gemini, MS Copilot, ChatGPT, Claude, and other Large Language Models (LLMs), used for instructional content generation. Educational technology applications and multimedia development tools, including Camtasia, SnagIt, Canvas Studio or similar technologies. Universal Design for Learning (UDL) principles. Accessibility standards, including Section 508, WCAG, ADA, and related compliance requirements. Course quality standards and best practices for online learning. Faculty training and professional development techniques. Methods of evaluating instructional effectiveness and learner engagement. Project management and organizational practices. Microsoft Office, Google Workspace, and related productivity software. Effective oral and written communication techniques.

Design and deliver engaging training programs and workshops. Evaluate course design and recommend improvements. Interpret and apply accessibility regulations and standards. Required Qualifications:
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Bachelor's degree from an accredited institution in Instructional Design, Educational Technology, Education, Curriculum and Instruction, Computer Science, Information Systems, Multimedia Design, Communications, or a closely related field; and Three (3) years of increasingly responsible experience supporting instructional design, educational technology, online learning, course development, faculty training, or related activities. Have sensitivity to and understanding of multi-cultural, diverse environments and college students from diverse academic, socioeconomic, cultural, and ethnic backgrounds.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
PHYSICAL DEMANDS
Must possess mobility to work in an office environment and use standard office equipment including a computer; vision to read printed materials and computer screens; and hearing and speech to communicate in person and virtually. Frequent keyboarding; prolonged sitting; occasional standing, walking, bending, stooping, kneeling, reaching, lifting, carrying, pushing and pulling up to 25 pounds. Duties must be performed with or without reasonable accommodation.
ENVIRONMENTAL CONDITIONS
Employees work primarily in an office and educational technology environment with moderate noise levels and controlled temperature conditions. The position may require occasional evening or weekend work to support faculty training, instructional technology implementations, and special projects.

ABOUT THE DISTRICT
Compton College is a public community college offering a full complement of transfer and degree courses, as well as career and technical education. Enrolled students may earn an associate degree or certificate, transfer to a four-year university or train for a career. Compton College is part of the Compton Community College District, which encompasses an area of about 29 square miles, making educational services available to nearly 300,000 residents of Compton, Lynwood, Paramount and Willowbrook, as well as portions of Athens, Bellflower, Carson, Downey, Dominguez, Lakewood, Long Beach and South Gate. About 350 full- and part-time faculty teach more than 43-degree programs and 47 certificate programs.
HISTORY OF COMPTON COLLEGE
The Compton Community College District (CCCD) was established in 1927 as a component of the Compton Union High School District. In 1950, voters approved a bond issue separating the college from the high school district. Construction of the new college campus was completed on the present site. Classes began on the new campus in fall 1956. On June 7, 2017, the Accrediting Commission for Community and Junior Colleges (ACCJC) granted initial accreditation status to Compton College. The action established Compton College as an accredited college within the El Camino Community College District. Compton College was officially named the 114th California Community College through unanimous vote by the Board of Governors in July 2017. On August 29, 2018, California Community Colleges Chancellor Eloy Oakley issued Executive Order 2018-01 declaring Compton College will operate as an independent college under the authority of the Compton Community College District (CCCD) Board of Trustees effective June 7, 2019.
