Job Description

SUMMARY OF PRIMARY FUNCTION
Migrant Education Services Specialist (MESS) reports directly to the Migrant Education Services Data Systems and Services Manager and is primarily responsible for providing direct support to migratory students and out-of-school youth which results in the successful completion of credits needed to graduate. The specialist effectively promotes the Migrant Education Program and the Midwest Migrant Education Resource Center. Additionally, the role involves recruiting potential parents by providing information about program services and benefits offered to enrolled children and families.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Monitoring and Evaluation 1. Implements program and grant requirements and documents compliance and progress toward goals and Measurable Program Outcomes. 2. Reviews Needs Assessments and Student Profiles to ensure services are provided in a timely manner and identifies any need for further evaluation and/or intervention and responds to the needs of each child and his/her family in a timely, respectful and supportive manner. Training and Technical Assistance 1. Develops and implements training and related materials. 2. Provides support and technical assistance to service locations to assure compliance with federal, state and program requirements and goals. 3. Provides training and support to Local Education Agencies (LEAs). Management 1. Ensures input of accurate and timely data and information for state and federal reporting purposes, including information from all reporting forms. 2. Effectively manages multiple projects and commitments; ensuring deadlines are met and quality of work meets expectations as defined by the Migrant Education Services Data Systems and Services Manager. 3. Represents the Title I Migrant Education Program in the community and with other agencies. 4. Promotes interstate and intrastate coordination of services to migratory children. 5. Involves parent representatives and stakeholders in planning and development. 6. Supports the effective transition into school and facilitates timely school enrollment, grade and course placement, accrual of secondary course credits, and participation in the MEP for migratory children as necessary. 7. Presents information about the Migrant Education Program to various audiences, including parents, school districts, agricultural associations, employers, etc. 8. Maintains confidentiality of migrant education information as required by FERPA (Family Educational Rights to Privacy Act) and OME (Office of Migrant Education) regulations. 9. Attend local and national meetings and conferences to remain current on assessments, courses, and educational system changes, such as endorsements. Supplemental Services 1. Coordinate and implement programs, services, resources and activities to meet the needs of migratory students. 2. Assist with verifying and coordinating with the Texas Migrant Interstate Program (TMIP) and other states for accurate course placement, credit bearing curriculum, and needed assessments for migratory students. 3. Verifies information in MIS2000, analyzes student and family needs, sends data requests as needed, and provides appropriate services. 4. Provides effective services and timely follow-ups with students and families. 5. Assist in compiling the secondary and OSY (Out of School Youth) student credits and hours on the Summer Program Services Report and send to home base districts. 6. Advocates for migratory students and families. 7. Organizes experiences, such as post-secondary, for Minnesota migratory students and Secondary Migrant Education Program. 8. Provides training, opportunities, and educational activities for students and families. 9. Acts as a liaison between migratory families and Local Education Agencies (LEAs). 10. Facilitates collaboration with community agencies, Local Education Agencies (LEAs), etc. 11. Assists with verification of records and works closely with families, students, stakeholders, and LEAs to gather information on secondary students and facilitate the transfer of records. Resource Center Coordination 1. Increases program awareness and solicits community support through meetings, public speaking, and other means. 2. Publicizes services and manages community activities throughout the service area to promote programs. 3. Identifies and utilizes appropriate resources to enhance the quality of program services for families. 4. Supports the Midwest Migrant Education Resource Center as needed. 5. Creates new materials such as unit boxes or reading kits based on patron requests and material usage. 6. Assists with coordinating materials for MMERC including the processing, preparation, decision making on missing items, yearly inventory and patron evaluations. Productivity/Efficiency 1. Organizes job functions and work area to be able to effectively complete varied assignments within established timeframes. 2. Consistently demonstrates ability to take the initiative to make decisions without direct supervision. 3. Develops and maintains systems to assure that routine tasks are completed correctly, and in a timely and efficient manner with limited supervision. 4. Regularly displays the ability to respond to changing situations in a flexible and professional manner in order to meet the needs of the program.
MINIMUM REQUIREMENTS 1.
Bachelor's degree in education or related field or 4 years of equivalent experience in training, education, community services, counseling, or related field. 2. Three years teaching, coaching, school counseling, or training experience. 3. One year's experience working effectively with people of different cultures and situations. 4. Excellent written and verbal communication skills. 5. Proficient computer skills to effectively perform daily responsibilities; systems to include Microsoft Word, Excel, PowerPoint, email, and the internet. Willing and able to learn program specific systems as needed for position. 6. Proof of valid driver's license and current/adequate vehicle insurance coverage.
