Limited travel may occasionally be required Position Summary SA Public Health Solutions, LLC is seeking an experienced Instructional Designer & Section 508 Accessibility Specialist to support an anticipated federal mentoring, leadership, and professional development program. This position is contingent upon contract award . The Instructional Designer will work collaboratively with program leadership, facilitators, mentors, subject-matter experts (SMEs), and other team members to design, develop, review, and continuously improve high-quality professional development curricula and learning resources. A critical responsibility of this position is ensuring that instructional materials and electronic information and communication technology deliverables meet applicable Section 508 accessibility requirements . The successful candidate must have demonstrated, hands-on experience developing and remediating accessible documents, presentations, training materials, and other electronic learning resources. This individual must understand both the technical requirements of accessibility and the principles of effective adult learning. The position requires someone capable of transforming subject-matter expertise into engaging, practical, professionally designed learning experiences appropriate for participants ranging from emerging professionals to experienced and senior-level personnel. Key ResponsibilitiesInstructional Design & Curriculum Development- Design and develop professional development curricula, workshops, webinars, learning modules, facilitator guides, participant materials, presentations, exercises, job aids, and other instructional resources.
- Collaborate with subject-matter experts, facilitators, mentors, and program leadership to translate professional expertise into structured learning experiences.
- Develop measurable learning objectives aligned with program and participant development goals.
- Apply adult-learning principles and sound instructional-design methodologies throughout curriculum development.
- Design content appropriate for virtual, in-person, and hybrid delivery environments.
- Develop interactive learning activities, case scenarios, exercises, reflection activities, discussion questions, assessments, and other participant-engagement strategies.
- Assist with the design and expansion of the program's professional development course and webinar catalog.
- Review existing materials and recommend improvements based on instructional effectiveness, participant needs, accessibility, and program requirements.
- Create standardized templates and instructional-development processes that promote consistency across courses and facilitators.
- Support continuous improvement of curricula based on participant feedback, facilitator observations, evaluation findings, and emerging professional development needs.
Responsibilities include:
- Develop instructional materials in accordance with applicable Section 508 accessibility requirements and standards .
- Conduct accessibility reviews of electronic documents, presentations, instructional materials, job aids, and other program deliverables.
- Create and remediate accessible Microsoft Word documents, PowerPoint presentations, PDFs, and other electronic learning resources.
- Ensure appropriate use of document structure, headings, reading order, lists, tables, hyperlinks, alternative text, meaningful graphics, and other accessibility elements.
- Review visual and multimedia instructional content for accessibility considerations.
- Identify accessibility deficiencies and perform or coordinate appropriate remediation.
- Utilize appropriate accessibility-checking and remediation tools.
- Establish quality-control procedures and accessibility checklists for instructional materials.
- Provide technical guidance to facilitators, mentors, subject-matter experts, and other team members regarding the development of accessible materials.
- Review materials before release to help ensure that program deliverables meet established accessibility and quality standards.

- Other program personnel as required The Instructional Designer should be comfortable receiving content from subject-matter experts who may not have instructional-design backgrounds and transforming that information into structured, engaging, accessible learning products.
Minimum Qualifications Candidates should possess:
- Bachelor's degree in Instructional Design, Instructional Technology, Education, Adult Education, Training and Development, Organizational Development, Educational Technology, or a closely related field.
- Demonstrated professional experience in instructional design and curriculum development.
- Demonstrated hands-on experience developing and/or remediating materials for Section 508 compliance .
- Experience creating accessible Microsoft Word and PowerPoint materials.
- Experience reviewing or remediating PDF documents for accessibility.
- Strong understanding of adult-learning principles and instructional-design methodologies.
- Experience developing instructor-led, virtual instructor-led, webinar, and/or hybrid learning experiences.
- Experience working with subject-matter experts to develop instructional content.
- Strong knowledge of Microsoft 365 applications, including Word and PowerPoint.
- Strong writing, editing, formatting, and quality-assurance skills.
- Ability to organize complex information into clear and engaging instructional content.
- Ability to work independently within a remote environment and collaborate effectively with geographically dispersed team members.
- Strong attention to detail and ability to manage multiple instructional-development assignments and deadlines. Preferred Qualifications Preference may be given to candidates possessing:
- Master's degree in Instructional Design, Education, Adult Learning, Organizational Development, Educational Technology, or a related discipline.
- Significant experience developing instructional materials for the federal government or Department of Defense environment .
- Demonstrated experience conducting formal Section 508 accessibility reviews and remediation.
- Experience using accessibility testing and remediation tools.
- Knowledge of current accessibility standards and federal electronic-content requirements.
- Experience developing professional development, leadership development, mentoring, supervisory, workforce development, or career-development curricula.
- Experience designing learning for military, federal, public-sector, or other professional audiences.
- Experience developing facilitator guides and standardized course-delivery packages.
- Experience with learning management systems, virtual learning platforms, and/or e-learning development tools.
- Familiarity with instructional evaluation and continuous-quality-improvement processes.
- Professional certifications or specialized training in instructional design, accessibility, Section 508 compliance, or related areas.
