JOB DESCRIPTION
Primary Purpose To assist in the administration of the payroll functions of the District in a manner that preserves confidentiality and projects a professional image of the department.
RESPONSIBILITIES
Major Responsibilities and Duties Supervise and monitor workloads and workflow of Payroll Clerk-Instructional. Coordinate processing of payroll with applicable departments and Payroll Director, in accordance with approved district pay calendars. Compute and prepare transfer and federal tax deposits for each payroll and month-end; forward appropriate forms and reports to the Accounting Department in accordance with the approved pay calendars. Prepare and distribute annual pay calendars with applicable deadlines. Verify process of raises and contract changes with each new contract year. Train and supervise clerical and part time employees in the department and supervise timekeepers on the campus and department level. Assist with interim and annual audits. Supervise the preparation of forms and reports as requested by employees, administration, district auditors and/or state or federal agencies. Supervise the entry and ensure the accuracy of all newly hired employees, status changes and terminations in the district in payroll system received from information generated by Human Resources. Ensure all new hire eligibility is verified with the Teacher Retirement System of Texas. Coordinate, monitor and supervise the timely and accurate input of all timecards, athletic payment request and extracurricular bus trips, ensuring budget codes and approval signatures are included. Oversee the calculation and input of substitute payroll ensuring correct pay rate based on the level of education and certification. Coordinate with campus and departments for transfer set up in Kronos. Monitor the operations of the District timekeeping system, including the accuracy of interfaces and data collected. Coordinate with the Information Technology department to resolve technical issues. Develop and update payroll policies and procedures as needed.. Compile the compare report with each payroll for review by Director Payroll. Assist with employee questions, concerns and or complaints in a confidential and professional manner. Attendance at work is an essential function. Assist in year-end closing procedures and annual audit including preparation of year-end accounts payable accrual and others as assigned. Maintain confidentiality of all department information. Ability to work overtime on short notice as needed. Keep informed of and comply with state and district policies and regulations concerning primary job functions. Perform other duties as assigned by the Director Payroll or designee.
EXPERIENCE
Minimum Experience:
Payroll experience preferred
QUALIFICATIONS
Minimum Education/Certification:
High school diploma or G.E.D Bachelors degree in business, human resources, education or equivalent
Special Knowledge/Skills:
Attention to detail and accuracy Strong analytical, problem-solving and math skills Able to multitask and adhere to strict deadlines Great organizational skills Proficiency in typing and data entry Excellent written/verbal communication skills Operation of 10 key calculator Working knowledge of general office procedures and the operation of computers and common office equipment Knowledge of basic bookkeeping Knowledge of basic internal controls/payment procedures Knowledge of common software packages such as Microsoft Word and Excel
OTHER INFORMATION
Working Conditions Mental/Physical Demands/Environmental Factors:
Light lifting and carrying (under 15 pounds), use of fingers, walking, specific visual requirements (using computer), specific hearing requirements (telephone conversations). Excessive noise (sealer, intermittent), unusual fatigue factors, constant concentration, data entry. Equipment Used Computer for specialized data entry, word processing and spreadsheet applications; printer, typewriter, copy machine and calculator.
