Position Overview:

The Department of Curriculum and Instruction is developing high-quality instructional materials by creating Open Education Resources (OER, also known as Bluebonnet Learning) across core subject areas, PK-12 that are open to the public, easily accessible and support effective teaching and learning. The OER initiative is a strategic priority of the Commissioner of Education focused on improving the foundation of reading and math for students across Texas. The Executive Director, OER Adoption and System Supports serves as TEA's primary ambassador and strategic advisor for Bluebonnet Learning, building trust and credibility with education leaders across Texas to support the evaluation and adoption of high-quality instructional materials. The Director serves as a key bridge between the field and the agency: helping school systems evaluate and adopt high-quality instructional materials while also coordinating Bluebonnet Learning-related collateral and inter-agency collaboration, translating field insights into product improvements and statewide adoption strategies.

Working closely with agency leadership and cross-functional teams, the Executive Director, OER Adoption and System Supports leads statewide engagement efforts designed to increase utilization and impact of Bluebonnet Learning products, create enabling conditions for local adoption, and ensures the products meet the evolving needs of Texas schools. Success in this role requires deep credibility with education leaders, exceptional relationship-building skills, strategic influence without direct authority, and a demonstrated ability to drive large-scale change across a variety of educational settings.

This position reports to the Senior Advisor, Curriculum and Instruction Strategy and Operations within the Department of Curriculum and Instruction, within the Office of School Programs.

This position requires up to 75% travel, based on business needs, to support program initiatives, collaboration, and operational priorities.

Statewide OER Adoption Strategy:

Oversee a cohesive statewide strategy to increase awareness, adoption, and impact of high-quality instructional materials licensed as Open Educational Resources (OER), also known as Bluebonnet Learning, in alignment with district needs and the requirements of Texas Education Code. Communicate the state vision for high-quality open education resources to key Texas stakeholders, and oversee product adoption, and continuous improvement efforts through analysis of adoption, usage, and stakeholder feedback data to increase statewide utilization and impact of Bluebonnet Learning materials.2 -

Statewide OER Adoption and Market Development:

Build and maintain trusted relationships with superintendents, chief academic officers, curriculum leaders, Education Service Centers, school boards, and other key stakeholders across Texas. Serve as the agency's primary thought partner and ambassador for Bluebonnet Learning, supporting school systems as they evaluate and adopt Bluebonnet Learning materials. Use stakeholder insights, implementation data, and field feedback to identify barriers to adoption, inform continuous product improvement, and shape statewide strategies that increase utilization and impact of Bluebonnet Learning materials.3 -

Strategic Advisory Services:

Partner with district leaders to understand instructional priorities, implementation challenges, and adoption considerations, providing strategic guidance on the effective use of high-quality instructional materials and supporting local decision-making related to instructional materials adoption and implementation.4 -

Initiative Integration Alignment:

Collaborate with leaders across other Texas Education Agency offices, departments, and divisions to ensure that districts are provided coherent services and supports as it relates to aligning and integrating related agency initiatives. This includes supporting the alignment with the Leadership and Instructional Foundations for Texas (LIFT) program as well as other closely related initiatives. Collaborate across teams to ensure OER products can be effectively accessed and used across these initiatives.5 -

OER Content Development and Operations Support:

Support the ongoing development, continuous improvement, and oper
