Under the direction of the Director of Special Education, perform a variety of specialized duties to support special education information systems and perform critical district administrative functions; communicate information to school and district personnel; provide interpretation, comparisons and/or recommendations; provide confidentiality and system of access to information; direct correspondence for prompt action; determine appropriate action/referral to achieve resolution; maintain oversight of the input of confidential Individual Education Plans. Minimum Qualifications Required to Apply Graduation from high school, two years of clerical experience. Experience working in a special education office desirable. Essential Duties Perform various complex clerical and statistical record-keeping duties relating to the enrollment, transfer or withdrawal of special education students according to established policies and procedures; enter information and data into appropriate computer systems. Interpret, apply, explain, and provide detailed technical and non-technical information to the special education information system users to ensure compliance of State requirements for accurate entering of critical data. Collaborate with District administration to compile detailed and time-sensitive data from a variety of sources to comply with financial, legal and administrative requirements (e.g. reports, out-of-district placements, low incidence funding, transportation, eligibility, disability, timelines compliance/delays). Research discrepancies in processes and IEP documentation; ensure adherence to appropriate administrative and legal guidelines. Create and assist with the facilitation of continuing training for case carriers and services providers to ensure all IEPs are compliant with State and Federal requirements and verify eligibility under the Individuals with Disabilities Education Act (IDEA) categories of disability. Prepare and maintain permanent records and special education cumulative folders and demographic information on enrolled and incoming students; request necessary records and initiate telephone and written communication relative to student records. Evaluate incoming student records and transcribe to conform with district system; recommend appropriate placement; enter new students into the IEP management system to create a history file and adopt incoming records; process, enter or change students program disability, race and other related student information according to established procedures; maintain students' evaluation scores as required. Prepare withdrawal papers, retrieve files and print student records; assure student account are maintained according to established policies and per the requirements of the student's Individualized Education Plan. Serve as liaison between students, counselors, case carriers, administrators and parents in person or on the telephone; provide detailed and technical information regarding student records, program and services availability and enrollment procedures or direct to appropriate personnel. Review completed forms for accuracy, completeness and conformity with established policies. Respond to inquiries from a variety of internal and external parties; process and forward student special education records to sites, other districts, County programs and other institutions from students' permanent records according to established guidelines and procedures. Research and compile information and data from a variety of sources for statistical and written reports; assist in organizing materials for special projects; compile and prepare statistical or financial information for County, SELPA and district reports related to department or program activities. Collaborate with TechEd to resolve issues and meet requirements surrounding California Longitudinal Pupil Achievement Data Systems (CALPADS) and integration between student information systems and special education IECP management systems. Type minutes, letters, agendas, correspondence and memos, independently or from verbal instructions, including materials of a sensitive nature. Perform related duties as assigned.
