Non-Exempt (overtime eligible) SUMMARY The Assistant Water Department Superintendent assists in the management, operation, maintenance, and regulatory compliance of the Town of Oakland's municipal water treatment and distribution systems. This position serves as a lead operator and working supervisor, supporting daily operations of the Class IV water treatment facility, pumping stations, storage tanks, and water distribution infrastructure. The Assistant Superintendent provides operational leadership, assists with employee supervision, coordinates training and onboarding of new staff, and serves as acting superintendent in the superintendent's absence. This position maintains a strong hands-on role in water treatment operations, system maintenance, emergency response, and staff development. The position helps ensure the continuous delivery of safe, reliable drinking water in compliance with all applicable Maryland Department of the Environment (MDE) and U.S. Environmental Protection Agency (EPA) requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Operations and System Oversight a. Assists with daily operation of the Town's Class IV water treatment facility and water distribution system, including pumps, tanks, valves, hydrants, mains, and treatment processes. b. Monitors treatment operations and assists with process control, chemical dosing, filtration, pumping, disinfection, and system troubleshooting. c. Performs and reviews water quality testing, operational logs, and compliance documentation. d. Assists with oversight of maintenance schedules and system inspections to ensure reliable plant and distribution system operation. e. Performs hands-on maintenance and repair of municipal water infrastructure, including leak repair, line breaks, valve maintenance, and emergency repairs. 2. Employee Training and Development a. Assists in onboarding and training new Water Department employees in plant operations, equipment use, safety practices, maintenance procedures, and department expectations. b. Provides day-to-day coaching and instruction to staff to support skill development and operational consistency. c. Helps ensure employees understand and comply with standard operating procedures, safety protocols, and regulatory requirements. d. Supports staff preparation toward obtaining required water certifications and operational competencies. e. Assists in promoting a culture of professionalism, teamwork, accountability, and continuous learning. 3. Supervision and Leadership a. Assists the Superintendent in assigning daily work tasks, coordinating schedules, and monitoring completion of assignments. b. Provides field leadership and direction during daily operations, maintenance activities, emergencies, and special projects. c. Serves as acting supervisor in the absence of the Water Department Superintendent. d. Assists with employee performance feedback, training recommendations, and operational evaluations. 4. Regulatory Compliance and Documentation a. Assists with maintaining compliance with MDE, EPA, and local operational requirements. b. Maintains accurate records of inspections, maintenance, laboratory testing, and operational activities. c. Assists with preparation of required reports, operational documentation, and regulatory submissions. d. Maintains familiarity with applicable regulations and best practices for water treatment and distribution systems. 5. Emergency Response and Public Service a. Responds to water main breaks, leaks, equipment failures, alarms, and after-hours emergencies. b. Participates in on-call rotations, weekend coverage, and emergency response activities. c. Coordinates with contractors, utility staff, and other Town departments during planned maintenance and emergency situations. d. Communicates professionally with residents and the public regarding water service issues when needed. 6. Other Duties a. Performs related duties as assigned to support safe, efficient, and effective operation of the Town water system.
QUALIFICATIONS
Education and Experience High school diploma or GED required. Minimum of four (4) years of progressively responsible experience in water treatment, water distribution, or municipal utilities required. Prior experience training, mentoring, or leading employees preferred. Knowledge, Skills, and Abilities Working knowledge of water treatment and distribution operations. Ability to troubleshoot equipment and operational issues. Ability to train and mentor staff in technical procedures and workplace expectations. Strong communication, teamwork, and leadership skills. Ability to read and maintain technical logs, reports, and operational records. Ability to work independently and make sound operational decisions. Ability to respond calmly and effectively during emergencies.
CERTIFICATES, LICENSES, AND REGISTRATIONS
Maryland Class IV Water Treatment Operator Certification required. Valid Maryland Driver's License with acceptable driving record required.
Pay:
$26.00 - $28.85 per hour
