Help for Job Description. Opens a new window. Job Summary/Scope Provides management and direction for the administration, operation, and maintenance of the City's wastewater treatment plant. Serves as liaison with between federal, state, and local government regulators whose purview covers the activities of the division. Directly supervises the supervisory and clerical staff and is indirectly responsible for all the staff of the division to support 24/7/365 operational requirements. Prepares, administers and monitors the division's budget. Supervisory Responsibilities Integral to the position of Superintendent of Water Protection is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining. Essential Duties and Responsibilities

• Responsible for accurate and timely preparation and reporting of all information required by federal and state permitting requirements and applicable laws, some of which includes Discharge Monitoring Reports, all final effluent testing such as heavy metals, whole effluent toxicity etc., bio solids fertilizer program and the Pretreatment Program.
• Oversees purchasing procedures for the department. Prepares and executes annual budget and monitors expenditures.
• Oversees the operation of the technical elements of a biological nutrient removal plant, along with support processes including a biosolids dryer, ultraviolet disinfection, and large diameter stormwater conveyances required by the Combined Sewer Overflow program.
• Plans future operation and maintenance projects for the Water Protection Division.
• Supervises staff and coordinates a wide variety of personnel matter.
• Serves as the contact person for any official dealing with regulatory agencies, consultants, and contractors.
• Supervises the daily activities of the industrial pretreatment program, municipal separate storm sewer system permitting and overall programmatic oversight.
• Oversees the analytical work of the laboratory, monitoring industrial loading impacts and plant operating parameters on a regular basis.
• Develops and invests in the growth and development of staff skills, knowledge and abilities via multiple methods and approaches.

• Extensive knowledge of wastewater treatment process.
• Missouri Class A wastewater certification required.
• Ability to interpret and abide by federal, state and local laws.
• Ability to supervise and manage employees and ability to successfully and economically manage a high volume wastewater treatment plant.
• Skills in effective oral and written communications.
• Skills in public relations.
• Knowledge of budget processes and procurement
• Knowledge of hydraulics, electricity, mechanical and engineering principles, and general chemistry.
• Knowledge of general operation and maintenance of rolling stock and heavy equipment used in plant operations.
• A minimum of ten years of formal, documented experience in the operation and management of a 10 million gallon/day or larger biological nutrient removal plant
• Valid driver's license required.

Material and Equipment Directly Used Uses a variety of office equipment including personal computer, telephone, 2-way radio, calculator, copier and other related office equipment. Working Environment/Physical Requirements Work is performed under a variety of conditions ranging from an indoor setting with a controlled environment to an outdoor setting with extreme weather conditions. Must be able to stand for long periods. Other physical activity includes bending.
