FSW's Head Start/Early Head Start is a federal government program that was created in 1965 to give preschool children from low-income families a "head start" on their readiness for elementary school.
JOB SUMMARY
Family Services of Westchester is seeking a Full-Time Site Director for our Head Start program in White Plains, NY.
RESPONSIBILITES
Develops and monitors center and staff schedules. Arranges and schedules substitutes for the center classrooms. Arranges for family, staff work days for center improvements, fairs, events, etc. Assists in establishing and fostering a team approach and coordination of services and the sharing of resources among centers within the overall program. Responsible for monthly classroom and site safety checks, fire drills and safety meetings as well as updating of the Safety Log. Investigates any child or staff incidents, assuring all forms are complete and notifying the appropriate authorities and/or supervisor. Attends

meetings as needed or requested. Assist and attends Family Nights, Parent Committee meetings and works with staff and parents to plan and carry them out. Implements and supports "best practices" in early education programming in conjunction with the early childhood staff when applicable. Plans for and equips indoor and outdoor areas to meet children's developmental and safety needs in accordance with budget. Develops and facilitates a positive community presence in the community, focusing on networking opportunities, enhancement of volunteer participation and educational awareness efforts in regard to program needs. Attends all workshops and meetings as deemed necessary by the immediate supervisor. Meets with parents and community members as appropriate. Maintains strict confidentiality with respect to Head Start/Early Head Start children, families and staff in accordance with established policies and procedures. Regular and predictable attendance is a requirement of the job. Responsible for Facilities Management, Staffing Management, Program Administration, and Parental Communication Work with teachers to ensure that all classrooms are safe, attractive, and developmentally appropriate. Working knowledge of OCFS regulations and codes, and ability to handle site inspections. Review weekly lesson plans, daily reports and address parent concerns and questions. Promote and maintain a professional environment between parents, teachers, and staff. Participate in hiring educational staff, enrichment activities, and specialty teachers. Ensure that all programs and services are of the highest quality. Coordinate parent/teacher conferences to share developmental milestones of enrolled children. Schedule parent/teacher conference meetings and staff meetings Other tasks as assigned by supervisor. Communication Receives and responds to verbal and written complaints about the program/center while managing the Parent/Community Complaint procedure at the center level. While respecting family confidentiality, regularly shares information with teachers to ensure coordinated services that meet the needs of individual children and families. Work cooperatively with other components to plan site specific services integrated with education, health, mental health, dental health, nutrition, parent involvement, and social services. Planning Plans and directs the work of the staff supervised. Observes and gives feedback to staff or volunteers supervised where applicable and other staff as assigned on at least a monthly basis. Determines appropriate training needs to meet the program goals and objectives and makes the necessaiy recommendations. Develops and supports the professional development plan for staff supervised. •ea managers plans and implements pre-service and ongoing in-service for all center staff. Ananges for training and family nights and Parent Committees for parents. Maintains minutes, sign in sheets, in-kind forms, training logs, etc. Submits verbal and/or written reports to immediate supervisor on the activities and status of the center monthly. Assists in the identification, purchase and annual inventory of center supplies and equipment. Assists in the fiscal management of the center by monitoring financial records, expenditures and accounts payable and receivable in a timely manner. Contributes to the collection and editing processes of con-ect documentation for the Child and Adult Care Food Program (CACFP). Compliance Management Responsible for monitoring and compliance with applicable local, state and federal rules, regulations and standai
•ds as well as with any state and federal contracts, health, safety and child care licensing regulations and renewal. Ensure compliance with Head Strut and Early Head Start Performance Standards. Ensure compliance with NAEYC/Quality Star Accreditation Criteria and OCFS regulations. Responsible for assuring compliance with quality assurance and program evaluation requirements. Monitors staff attendance, collects, verifies and signs all staff time sheets and leave requests, verifying accuracy. Monitors employee on-site file requirements and keeps them secure in locked files. Works with family services staff to monitor all of children's files for content, organization and security. Conducts monthly staff meetings. Assists staff member responsible for early childhood education and career development to work with individual teachers to develop training plans for obtaining an AA degree or higher in Early Childhood Education. Provides guidance and oversight to staff through monitoring. Maintains filing, tracking and documentation systems. Becomes thoroughly familiar with and follows the FSW Employee Handbook Human Resources Policies and Procedures and ensures that all center staff are aware of these policies and procedures and any changes that may occur. Sets the job standards, sets goals, monitors, and provides ongoing feedback for performance improvement, and submits performance reviews in a timely manner.
EDUCATION
Bachelor's Degree (Required) Master's in Early Childhood Education
EXPERIENCE
3+ years of experience working with young children and families. One year's superviso1y experience preferred. Some experience in financial management and budgeting preferred. Previous Head Sta1t/Early Head Start experience preferred. Ability to meet the state requirement(s) for "site di.rector/Coordinator" required. SKILLS Requires effective writing and oral communication skills to conduct meetings and training sessions, and to prepare reports that are clear, complete, comprehensive. Manual dexterity sufficient to operate a computer (Microsoft word, excel, etc.) and office equipment, including, but not limited to, the telephone, fax machine, and copier. Knowledge offamily-centered practices and local resources, customs, and language is helpful. Knowledge of program planning and practices in infant/toddler and preschool, center-based programs. Thorough knowledge of Head Start Performance Standards and best practices related to early childhood education. Knowledge of local childcare licensing regulations. Knowledge of general business practices including supervision, accounts payable, inventory control and risk management. Ability to know and implement the Head Start Performance Standards and policies of the agency. Ability to establish and maintain effective working relationships with agency staff, children and parents, and outside agencies. Ability to keep all information strictly confidential. Ability to oversee and operate the day-to-day program in compliance with all local, state and federal regulations.
