This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, and provides technical assistance to parents and school districts. Under the direction of the OSE's Program Development and Support Services (PDSS) Unit Supervisor, the incumbent of this position is responsible for activities to ensure Department compliance with the federal Individuals with Disabilities Education Act. Duties of this position include, but are not limited to, the following: Manage projects related to the provision of technical assistance and professional development to improve outcomes for students and disabilities; Develop and score Requests for Proposals for the awarding contracts and grants; Collaborate with other offices and units in OSE including Preschool, Policy, and Special Education Quality Assurance on projects and activities such as materials review, support plan development, and oversight of work in educational organizations. Review quarterly Status Reports, annual evaluation reports and fiscal vouchers/expenditure reports for assigned projects to ensure deliverables are being met and expenditures are accurate; Provide oversight and guidance to assigned contractors, such as the Multi-Tiered System of Supports-Integrated (MTSS-I) Center, the Regional Partnership Centers, School-age and Early Childhood Family and Community Engagement Centers, and State Technical Assistance Partnerships for Equity, Data, Academics, Behavior and Transition; Participate in workgroups and write reports related to the State Performance Plan and Annual Performance Report or other inter-office or inter-agency workgroups as requested; Prepare for and facilitate monthly technical assistance network meetings, conduct and participate in ongoing conference calls and webinars for assigned projects, both in person and virtual; Collaborate with other Department offices and state and local agencies to represent the needs of students with disabilities consistent with the key principles for improved practices in the "Blueprint for Improved Results for Students with Disabilities; and Collaborate with stakeholders to advance Department initiatives such as New York Inspires and the Portrait of a Graduate. Minimum Qualifications
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
The qualifications are:
Master's degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist; AND four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.
Substitution:
a doctorate can substitute for one year of non-specialized experience.
PROMOTION
Current NYSED State employees must have one year of permanent service as an Assistant in Education of Children with Disabilities.
COMPETITIVE MINIMUM QUALIFICATIONS
Reassignment:
Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.
Eligible List Appointment:
Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter. Section 70.1
Transfer:
Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 22, 26, and 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28. 55b/c
Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. CONDITIONS OF EMPLOYMENT
These will be contingent-permanent, competitive appointments or contingent-permanent non-competitive appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. Verification of certification/licensure will be required at the time of interview for all candidates. Candidates are required to possess certification/licensure at the time of hire. Continued employment as Associate in Education in Children with Disabilities is dependent upon maintaining licensure/certification, including adhering to all relevant professional development and training requirements as specified by the Office of Professions. Failure to maintain licensure/certification and current registration will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position will require 25% statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $130,626 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. Some positions may require additional credentials or a background check to verify your identity.
