Job Title:
Lead English as a Second Language (ESL) Specialist Reports to:


Coordinator of Curriculum and Instruction and/or

Director of Federal Programs Leads and Coordinates:

Job Goals:

• To establish an instructional learning environment that enables English as a Second Language(ESL) students to master skills appropriate to age, grade level, and individual capacity.

• To collaborate in the establishment of a successful English as a Second Language (ESL) program for the school system.

Qualifications:

Master's degree from an accredited university; certification in Educational Leadership or Administration preferred. Valid Alabama English for Speakers of Other Languages (ESOL) certification or equivalent endorsement. Minimum of five (5) years successful classroom experience and three (3) years successful experience as an English as a Second Language (ESL) Specialist. Possess and maintain a valid driver's license and provide own transportation to various work locations. . Ability to meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457. Ability to analyze and evaluate systems, budgets, personnel and data specific to the needs of English Learners in alignment with Title III regulations. Ability to collaborate, identify and solve problems as an effective member of a team. Ability to use technology for communication, data management, and production/submission of required reports. Ability to translate in at least one language other than English is preferred. Physical strength, mobility, dexterity, stamina, and acuity to perform job responsibilities. Ability to be punctual and in regular attendance. Such alternatives to the above qualifications as the Board may require.

Performance Responsibilities and Essential Functions:

Demonstrates support for the school system and its vision, goals and priorities. Promotes strategic initiatives to improve English language proficiency and academic achievement of English Learners. Provides leadership, coordination, and support for the district's ESL program. Ensures full compliance with federal, state, and local requirements, and participate in the development and execution of the LEA Comprehensive EL District Plan. Serves as the primary resource and mentor for ESL Specialists. Provides guidance and training related to school level EL Committees. Tracks academic progress and maintain state mandated compliance documentation for ESL students whose parents have waived direct ESL services. Collaborates with the Coordinator of Curriculum and Instruction and Director of Federal Programs to establish departmental budgets for the allocation of resources. Manages yearly data collection, facilitates ACAP summer data collection, and maintains comprehensive, confidential ESL files. Provides school and district level ESL related professional development upon request. Attends and participates in meetings related to the educational needs of English Learners to include, but not limited to, Problem Solving, Individualized Education Program (IEP), and Section 504 teams, as well as parent conferences in compliance with federal law and as requested by the local school. Assists schools in communicating and maintaining standards of student behavior in accordance with Board policy. Maintains and submits all required federal, state, and local reports accurately and on time. Creates and monitors Individualized English Language Plans (I-ELP) for English Learners. Monitors progress reports and report cards of English Learners. Arranges tutoring and translation services as needed. Interviews, trains, and coordinates ESL tutors. Assists schools in communicating and maintaining standards of student behavior in accordance with Board policy. Administers state approved screeners to determine initial English language proficiency of English learners. Assesses English language proficiency, academic progress, and social development of English Learners. Assists in the securing of and/or provide teachers with a variety of instructional resources, materials and strategies to improve English Learner achievement. Maintains appropriate confidentiality regarding school/workplace matters. Demonstrates initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility. Responds to inquiries, requests, constructive feedback, concerns and/or complaints in a timely and positive manner. Maintains and submits reports, records, and correspondence in a timely and accurate manner. Properly uses and cares for equipment and material resources of the school system and effectively supervises and monitors others in the care, maintenance, and use of tools, equipment, and inventory. Uses effective collaboration skills to work as a productive team member. Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local regulations. Reports absences and takes leave in accordance with Board policies and procedures. Performs any other job-related duties as assigned by supervisor(s).

Terms of Employment:

Twelve-month position in accordance with the Board's salary schedule.

Performance of this job will be evaluated in accordance with provisions of the State Department of Education and/or Tuscaloosa County Board of Education policy on evaluation of certified personnel.
