DIRECTOR OF PRESCHOOL PROGRAMMING
This position will oversee our growing network of CDS preschools
  • eleven currently operating and more on the way.
This is a hybrid remote position with statewide travel potentially required. Home base is negotiable, depending on where the successful candidate lives. Experience working with multi-disciplinary teams and the preschool population is preferred. We offer a competitive benefits package.

$81,245

SUMMARY DESCRIPTION
The primary responsibility is to mentor, support and supervise Part B CDS Preschool Program Managers, and oversight of CDS Preschool Assistant Program Managers, Related Service Providers, Special Education Teacher/Case Managers, and Educational Technicians, who will provide specially designed instruction, including curriculum and individualized program development, in compliance with the federal Individuals with Disabilities Education Improvement Act (IDEA) and the Maine Unified Special Education Regulations (MUSER), and related services. After a child has been identified as a child with a disability and referred to a CDS preschool by a Regional CDS Site, the Director of Preschool Programming will support the Preschool Program Managers in enrolling students in CDS Preschool and support, as needed, any future IEP meetings and commit public funding in order to develop or amend the Individual Education Plan (IEP). Additionally, the Director of Preschool Programming is responsible for the CDS Agency's compliance with the Individuals with Disabilities Educational Improvement Act (IDEA) of 2004 and other federal and state regulations. The individual ensures compliance through coordination and supervision of program components and personnel relative to Part B, Section 619 (ages 3-5). Functional Responsibilities Supervise and evaluate Preschool Confidential Staff (Preschool Program Managers, Preschool Assistant Program Managers, BCBA's, and Office Operations Manager) to maintain compliance with Federal and State regulations Oversee curriculum development and implementation with fidelity to address each child's IEP goals with Preschool Program Managers Develop and maintain budget for each preschool site Function as the IEP administrator to ensure FAPE is authorized and appropriate funding is committed, as needed Oversee case management functions completed by Teachers of Children with Disabilities in accordance with state and federal regulations, as needed Facilitate staff meetings to support a collaborative culture and to share policy, procedural and programming updates Support oversight of parent tours and child placement in CDS preschools, ensuring that all required licensing documents are on file prior to child's entrance into program, as needed Act as Center Owner for licensing purposes Plan/coordinate professional development opportunities that align with professional development plan Participate in preschool leadership meetings and regional site director meetings Gather required application documents and complete the interview process for hiring new Part B preschool staff Support orientation and training for new Part B preschool staff with Preschool Program Managers and Office Operations Manager Review monthly compliance reports and support Special Education Teachers/Case Managers with meeting IDEA Part B timelines and service needs Implement, monitor and report progress of any corrective activities, if necessary, for compliance in collaboration with CDS State Director Ensures staff complies with human resource laws, policies, procedures, and practices Review IEPs Written Notices prior to being sent to families, as needed Verify complete information in electronic and paper records for children served, as needed. Ensures ongoing compliance with the Individuals with Disabilities Education Act (IDEA) of 2004; Maine Unified Special Education Regulations, Chapter 101; and other federal and state laws and regulations. Develops and oversees corrective action plans when required as a result of State IEU monitoring process. Ensures that local and State IEU policies and procedures are communicated, applied and enforced. Ensures development of any required local policies. Promotes the establishment of effective rapport / relationships with site stakeholders (parents, primary caregivers, providers, public school districts and community agencies.) Ensures that all required data for the site are entered into the CINC system.
MINIMUM REQUIREMENTS
A Maine Department of Education Certificate in one of the following is required: 030

  • Assistant Administrator of Special Education 079
  • Educational Consultant Successful background, criminal records, fingerprinting, and reference checks (Maine Dept.
of Education Criminal History Records Check and DHHS childcare eligibility are both required) Five (5) or more years of experience in an Early Intervention and Early Childhood Special Education setting Knowledge of child development, disabilities, family systems, and special education methods.
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
