General Description of the Position The Assistant Chief Flight Instructor assists the Chief Flight Instructor in the safe, efficient, and compliant operation of Delaware State University's FAA Part 141 flight training program. The position provides flight instruction and evaluation, supervises and standardizes flight instructors, monitors student progression, supports regulatory compliance and records management, and actively participates in the Aviation Program's Safety Management System (SMS). Essential Functions & Required Knowledge, Skills and Abilities The following are the functions essential to performing this job: Assist the Chief Flight Instructor in overseeing and managing flight and ground training in accordance with FAA regulations, approved Training Course Outlines, University policies, and departmental procedures.

Conduct flight and ground instruction, stage checks, proficiency checks, and other evaluations ground and flight courses as authorized.

Assist with the supervision, scheduling, standardization, mentoring, and performance evaluation of Certified Instructors.

Monitor student flight-training progression, training quality, lesson completion, stage-check performance, and establish departmental progression.

Assist with daily flight operations, including coordination of students, instructors, aircraft, dispatch, maintenance, weather, and other resources affecting safe and efficient training.

Participate in the Aviation Program's Safety Management System (SMS), including hazard identification, safety reporting, risk assessment, safety assurance, corrective actions, safety promotion, and monitoring operational safety trends.

Assist in maintaining compliance with applicable FAA regulations, including 14 CFR Parts 61, 91, and 141, and support FAA inspections, audits, certification activities, and maintenance of required training records.

Assist with instructor and student safety briefings, standardization meetings, operational meetings, and continuous improvement initiatives.

Support student recruitment, retention, orientation, mentoring, and other Aviation Program and University initiatives.

Perform other duties related to flight training operations as assigned by the Chief Flight Instructor or Director of Aviation Programs.

Required Knowledge, Skills, and Abilities:

The individual in this job must possess these skills and abilities or be able to explain and demonstrate that they can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities. Aircraft piloting skills, including familiarity with and ability to perform required flight maneuvers and procedures.

Knowledge of and ability to apply effective instructional technique in the classroom and in flight.

Knowledge of appropriate Federal Aviation Regulations and related administrative and operational procedures and requirements.

Ability to work well under pressure in fast paced and noisy environment while exercising sound judgment at all times.

Qualification Standards Education:

Bachelor's degree required; Master's degree preferred

Hold ASMEL Certificates

Current CFI Certificate for Airplane, Instrument, and Multi-Engine

Meet PIC recent flight experience requirements of FAA Part 61.57

Meet FAA Part 141.36:

Administrative, supervisory, standardization, or managerial experience in a flight-training program preferred.

Knowledge of aviation safety, Safety Management Systems, risk management, FAA regulations, and flight-training recordkeeping.

Strong leadership, organizational, interpersonal, written, and verbal communication skills.
