Program Assistant - Housing Choice Voucher Program (HCVP)

HCVP Program Director Salary:
$21.00/hour
FLSA:
Non-Exempt Location:
Belleville, with possible assignments throughout St.
Clair County Qualifications Character:
No serious convictions; must pass a criminal background check and provide two local references.
Residency:
Familiarity with the area; local residents preferred.
Physical:
Ability to perform job duties; post-offer physical and substance test required.
Education:
High School diploma or GED, plus college coursework substantially equivalent to Bachelor's Degree in Business, Social Work, Public Administration, Real Estate, Management, or another related field as determined by SCCHA.
Experience:
Minimum one-year successful full-time work experience required. Additional work experience, particularly in job-related field strongly preferred (including, but not necessarily limited to housing or other government subsidy program, property management, real estate, business office administration, or other public / private service provider).
Skills:
Strong spelling, math, and business writing skills. Proficient in word processing and able to learn housing software. Excellent interpersonal and interviewing skills. Ability to accurately calculate tenant rent per HUD guidelines. Strong organizational skills.
Transportation:
Valid driver's license, personal vehicle for business use, and proof of insurance required.
Certification:
Must pass Section 8 HCVP Rent Calculation exam (Nan McKay or equivalent) by end of evaluation period. General Conditions This full-time, entry-level position (37.5 hours/week) requires independent work and occasional evening/weekend hours. Overtime is compensated per federal guidelines. Key Responsibilities Conduct annual and interim recertifications, lease renewals, moves, and terminations. Determine eligibility and calculate tenant payments per HUD and SCCHA regulations. Interview clients, verify income/assets, and complete required documentation. Maintain accurate files and data entry for all program participants. Issue vouchers, process portability cases, and counsel participants on compliance. Investigate suspected fraud and report findings. Respond to tenant/owner inquiries and provide backup support as needed. Perform general office duties and maintain confidentiality of participant information.
