Summary:

To implement the effective operation of educational programs within the Bureau of Student Support, Division of Learner Support by reviewing recommendations, interpreting data, drawing conclusions and planning and promoting short- and long-term goals or strategies that impact students with disabilities ages 3-21.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Experience :

Bachelor's degree and 5 years of experience OR equivalent combination of 9 years of education and experience after completion of high school. Education and experience must be in education, special education or related field, three years of which must be relevant experience in the area of special education. License /

Valid driver's license or access to transportation for statewide travel

Responsibilities:

Evaluates and monitors school districts and private special education programs to ensure compliance with federal and state laws and regulations pertaining to the education of students with disabilities. Develops and implements policies and procedures governing in-state public and private special education programs and assists with the data collection for compliance indicators. Reviews, analyzes and approves new special education programs in accordance with New Hampshire Standards for the Education of Students with Disabilities. Reviews and approves district requests for in-state individual program approvals and out-of-state program approvals. Organizes training sessions on the effectiveness of local educational agency requirements and efforts to provide free appropriate public education to students with disabilities through analysis of programs. Analyzes and interprets departmental policy, rules and regulations affecting the delivery of educational services to students with disabilities to local school districts, private providers, parents of students with disabilities and the general public. Creates, designs and develops materials to assist and instruct the educational community, parents and other involved agencies to ensure the provisions of a free and appropriate public education. Reviews and approves Local Education Agencies (LEA) applications for federal funding under the Individuals with Disabilities Education Act for Part B and Part B section 619. Advises legislative committees, when requested, regarding proposed changes in state laws affecting the education of disabled children. Responds to questions and inquiries from other state and local agencies, the public, and parents of students with disabilities.
