Indirect Site Supervision / On-Site Task Order Lead Strategic Technology Institute, Inc. is seeking an on-site Site Supervisor/Site Lead to manage contractor personnel supporting the U.S. Navy Fleet Readiness Center Northwest (FRCNW) ALQ-99 Tactical Jamming System (TJS) Intermediate-Level and Depot-Level maintenance effort at NAS Whidbey Island. This is a dedicated, on-site leadership role supporting only this task order. The Site Supervisor will serve as the primary contractor point of contact at the work center and will coordinate the daily performance of a 15-person direct labor team supportingALQ-99 TJS
electronics maintenance, material control/supply support, and logs/records administration. The work is performed in a Government work center, alongside and in coordination with FRCNW maintenance representatives and an I-Level military workforce.Key Responsibilities:
- Provide daily on-site supervision for contractor personnel supporting
ALQ-99 TJS
maintenance, supply/material control, and aircraft logs/records functions.- Coordinate day and swing shift coverage for Electronics Technician Maintenance I, II, and III personnel, including assigned CDI and 2M-qualified billets, as well as day-shift supply and records support.
- Serve as the primary on-site contractor liaison with the
COR, FRCNW
maintenance representatives, Government quality/production personnel, DCMA/GGFR representatives as applicable, and company program management.- Ensure personnel perform work in accordance with the PWS, Quality Control Plan, company SOPs, task order Local Operating Instructions, approved Ground Operations Procedures, CNAFINST 4790.2/NAMP, NAMPSOPs, technical publications, maintenance instructions, and local work-center requirements.
- Track manning, attendance, onboarding status, shift assignments, labor continuity, turnover/backfill actions, CAC/base access status, and active Secret clearance status for all assigned personnel.
- Track training, certifications, and designations, including
ALQ-99/ECASS
test equipment training, CDI designation, 2M qualification/requalification, Category 3 crane requirements, NAMP/NAVOSH/HAZCOM/CUI/PII training, and site-specific work-center qualifications.- Support a disciplined production environment focused on ready-for-issue ALQ-99 assets, first-pass quality, post-functional test acceptance, final inspection acceptance, accurate maintenance documentation, and timely issue escalation.
- Coordinate with maintenance personnel and Government representatives on
ALQ-99 WRA/SRA
inspection, troubleshooting, repair, modification, technical directive compliance, preservation/de-preservation, and basic corrosion treatment activities.- Ensure contractor personnel interface properly with Government-managed programs and work centers, including the Government Tool Room, HAZMAT procedures, METCAL, IMRL, Support Equipment PMS, 2M, Material Control, Technical Directive compliance, FOD prevention, ESD/EMI controls, and corrosion control.
- Support required reports and deliverables, including manning reports, training/certification inputs, monthly performance inputs, issue/risk tracking, corrective action support, and other task order data required by company program management or the COR.
- Maintain required communication with the COR when absent from site, including timely notification and backup point-of-contact information.
- Promote safe work practices, PPE compliance, tool accountability, FOD discipline, HAZMAT controls, emergency response readiness, and compliance with base/work-center safety procedures.
Required Qualifications:
- Active DoD Secret clearance required.
- U.S. citizenship; ability to maintain Secret eligibility, obtain/maintain CAC, and meet NAS Whidbey Island base access requirements.
- Maintenance leadership experience in aviation maintenance, avionics/electronics, electronic warfare, depot maintenance, I-Level maintenance, Navy/Marine Corps aviation, or similar DoD maintenance environments.
- Working knowledge of Navy aviation maintenance concepts, CNAFINST 4790.2/NAMP requirements, quality control, maintenance documentation, production coordination, and work-center compliance.
- Ability to manage a mixed contractor team across maintenance, supply/material control, and aircraft records functions while coordinating with Government personnel without supervising or directing Government employees.
- Ability to read, interpret, and enforce technical, safety, security, quality, training, reporting, and contract requirements.
- Ability to communicate professionally with Government and contractor stakeholders, document issues clearly, and elevate production, quality, personnel, or access concerns in a timely manner.
- Ability to support both day and swing shift operations and respond to operational changes, schedule adjustments, or occasional weekend/holiday requirements when directed.
Preferred Qualifications:
- Prior Navy or Marine Corps aviation maintenance control, production control, work center supervisor, quality assurance/CDI, avionics division, CFT site lead, or contractor site manager experience.
ALQ-99, AN/ALQ-99, EA-18G/EA-6B
electronic warfare, ECASS Family of Tester Electronic Warfare, avionics, RF, I-Level, depot, or 2M program experience.- Experience with OOMA, NALCOMIS, NALDA, NATEC, OIMA, AMPS, ASM, SHARP, or similar Navy maintenance/training/reporting systems.
- Experience supporting AS9100-compliant quality systems, DCMA/GGFR coordination, Ground Operations Procedures, NAMP program compliance, CDRLs/deliverables, and corrective action processes.
Role-Specific Notes:
This is an indirect site supervision role supporting the PWS-required site supervision ratio. The supervisor is expected to be on site during operating hours, support only this order, and maintain continuity across the entireALQ-99 TJS

Intermediate-Level (I-Level) and Depot-Level (D-Level) off-aircraft maintenance support forALQ-99 TJS
pods, components, weapon-replaceable assemblies (WRAs), shop-replaceable assemblies (SRAs), and associated support equipment. Work includes scheduled and unscheduled maintenance, WRA/SRA inspection and repair, troubleshooting, functional testing, preservation/de-preservation, technical directive compliance/modifications, maintenance documentation, material support, and basic corrosion prevention/treatment incidental to the maintenance action.Work Center:
Work is performed in a Government work center coordinated with FRCNW/COR-designated Government maintenance representatives. Contractor personnel may work alongside an I-Level military workforce. This is a new workload requirement with no incumbent contractor workforce.Schedule:
Current expected maintenance shifts are day shift 0630-1500 and swing shift 1430-2300. Assigned shift depends on program need. A straight-time CONUS work week is generally 40 hours. Weekend/holiday work or shift changes may be required by operational commitment, with advance notice when practicable.Security:
Active DoD Secret clearance is required for performance. Candidates must be U.S. citizens able to maintain Secret eligibility, obtain/maintain a Common Access Card (CAC), and meet NAS Whidbey Island base access requirements.Compliance:
