Department Summary Energy Services & Building Controls (ES&BC) is a subdivision of UCLA Facilities Management responsible for campus energy operations, utility management, building automation and controls, and decarbonization program execution. ES&BC manages three functional areas: Energy Services, DDC/Building Controls, and Purchased Utilities, encompassing cogeneration plant operations, LED and ECP capital programs, utility metering and billing, steam and chilled water distribution, and building automation system oversight. The department operates with approximately 25 FTE and manages annual capital program responsibility of $5-10M across LED retrofit, smart metering, water efficiency, and BAS upgrade portfolios. Position Summary The incumbent serves as the Assistant Director for Energy Services & Building Controls (ES&BC), providing program management leadership and operational coordination across the department's three functional areas. Reporting directly to the Director of ES&BC, the incumbent is responsible for cross-functional coordination, capital program execution tracking, and departmental operational integration across plant operations, building automation, utility financial management, and campus decarbonization initiatives. The incumbent directly supervises the Energy Engineer (who leads engineering staff), the Energy Management Specialist, and the Energy Analyst, ensuring delivery of energy program analysis, metering operations, EnergyCap reporting, and state/federal carbon reporting requirements. The incumbent supports the Director in translating strategic direction into measurable operational outcomes, consistent with UCLA Facilities Management's Strategic Plan and UCLA's Climate Action goals. Primary program responsibilities include coordination of the Energy Conservation Program (ECP); oversight of the cogeneration O&M contract and related performance monitoring; integration of metering, utility data, and financial reporting; and management of special projects as assigned. The incumbent acts on behalf of the Director during absences and serves as a key liaison to Capital Programs, FM Finance, Procurement, and campus sustainability stakeholders. Salary & Compensation

Qualifications Minimum 5 Years Progressive experience in energy management, facilities engineering, utility operations, or capital program management in a large institutional or campus setting. (Required) Program/Project Management Demonstrated experience managing multi-year capital programs or operational improvement initiatives, including budget oversight, schedule management, and cross-functional coordination (Required) Staff Supervision Demonstrated supervisory experience including performance evaluations, work assignments, mentoring, and disciplinary processes. (Required) Technical Domain Working knowledge of building electrical/mechanical systems, building automation, energy management, and utility operations. Experience with metering systems and billing. (Required) Contract Administration Experience supporting or administering service contracts, including performance monitoring, invoice review, and coordination with procurement and legal. (Preferred) University / Public Sector Familiarity with UC or comparable public-sector procurement, financial, and HR systems (UCPath, CalUSource, Maximo or equivalent). (Preferred) Ability to analyze complex operational and financial data, synthesize findings, and communicate conclusions clearly to technical and non-technical audiences. (Required) Strong program and project management skills, including the ability to manage multiple concurrent initiatives with competing priorities, deadlines, and stakeholders. (Required) Supervisory skills including delegating responsibility, time management, communicating performance expectations, evaluating staff, and taking appropriate disciplinary action

(Required) Knowledge of energy management practices, CCR Title 24, sustainable design and construction practices, and Cal/OSHA regulations related to HVAC. (Required) Ability to track, interpret, and apply budgetary and financial information in support of operational and capital program decision-making. (Required) Proficiency in MS Office (Word, Excel, PowerPoint); familiarity with EnergyCap or equivalent energy management information systems; familiarity with enterprise work order or financial systems (Maximo preferred). • Knowledge of

EPA/SCAQMD

regulations related to emissions associated with HVAC operations. (Preferred) Knowledge of UC or comparable institutional policies and procedures related to procurement, contracts, and financial management. (Preferred) Education, Licenses, Certifications & Personal Affiliations Bachelor's Degree Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field; or equivalent combination of education and demonstrated experience.
