Founded in 1999, Innovative Construction Solutions (ICS) is a California-based environmental and heavy civil construction company with approximately 165 employees across Southern California, Northern California, and Washington state. ICS specializes in environmental remediation, water and wastewater treatment systems, hazardous waste management, and federal contracting. As a Federal Small Business with approximately $175 million in bonding capacity and Class A General Engineering Contractor status, ICS delivers projects that protect, remediate, and restore the environment while addressing critical infrastructure needs. ICS's Heavy Industrial & Mechanical Construction (HIMC) division self-performs civil construction, structural concrete, structural steel erection, and process piping and mechanical equipment installation, startup, testing, and commissioning, largely on water and wastewater treatment projects for public and private clients.
Responsibilities:
Support the Superintendent and Foreman with procurement of materials and tools; coordinate with the PM on procurement, lead times, deliveries, and inspections; obtain construction materials and verify they are correct per submittals, specifications, and approved drawings, and monitor material costs against budget Walk the work regularly, at least once a day; engage with the Superintendent, Foremen, and crew to understand what is being built, identify issues early, and provide informed support to the team Support the Superintendent in day-to-day field execution by providing information, drawings, calculations, and documentation needed to keep work moving; anticipate execution needs and have answers ready before the field is held up waiting Be on site 30 to 60 minutes before the crew starts work to prepare for the day and address last-minute needs, and remain on site until all crew work is complete for the day; use the time after crews leave for RFIs, submittals, purchase orders, and other office-side tasks. Own the development of Construction Work Packages (CWPs) for the project's critical and major scopes; proactively obtain sequencing, methods, and safety planning content from the Superintendent so each CWP is complete and approved before that scope's scheduled start on the CPM schedule. Participate in the daily tailgate meeting; enforce PPE and safe behaviors; conduct visual PPE inspections. Support the Superintendent in the development and maintenance of Job Hazard Analyses (JHAs) and other safety documentation, and assist with ensuring all construction safety rules and regulations are being observed Represent ICS professionally on the jobsite at all times; maintain constructive, respectful relationships with the owner's representatives, inspectors, and third-party agencies, since field conduct reflects directly on ICS's reputation with the client. Own the RFI and submittal lifecycle on the project, in coordination with the PM and Superintendent — draft, track, route, and follow up on all RFIs and submittals through to closure, and maintain accurate logs so that field execution is not delayed. Track all change order work performed on the project daily. For T&M change orders: fill out T&M tickets daily, capturing all labor, equipment, materials, and subcontractor effort tied to the change, and obtain client signature on each ticket daily; escalate unsigned tickets to the PM the next morning.
For forward-priced change orders:
code labor, equipment, materials, and subcontractor charges to the appropriate CO phase codes. Participate in the weekly work planning meeting with the PM, Superintendent, and crew leads to align on upcoming scope, sequence, resources, and constraints — covering labor, materials, tools, and equipment readiness for each work task Support the PM in the preparation of daily job costs and daily field logs, and in the development of the monthly cost report. Support the Superintendent in translating the bid estimate's labor hours and production rates into daily/weekly production targets before each phase starts, and help brief Foremen on those targets; compare actuals to budgeted production rates thereafter and communicate variances to the Superintendent, PM, and Ops Manager in real time using the Track system (or Excel prior to the Track rollout). Maintain redlines as work proceeds and prepare final as-built drawings at project closeout. Maintain a project photo log with regular progress photos of work in place, conditions, deliveries, and key milestones, filed in the project folder for use in billings, CO claims, and project records. Maintain QA/QC documentation on the project — inspection records, hold-point sign-offs, test results, and deficiency logs — filed in the project folder, and act as the quality control and assurance point of contact to ensure project objectives are met. Assist with the preparation of subcontractor agreements and with vetting of subcontractors/material suppliers for the project; process subcontractor RFIs, submittals, and billings for PM review; track sub deliverables, follow up on pending items, and document sub performance issues in writing for the PM to enforce contractual obligations. Update the project 3-week look-ahead schedule weekly, with input and direction from the Superintendent, ensuring it reflects current field conditions, upcoming activities, and any deviations from the project CPM. Maintain accurate, current records of drawings, RFIs, submittals, Change Orders, contracts, meeting minutes, daily reports, and field documentation; file documents in the correct project folders. Participate in the weekly Time Impact Analysis (TIA) meeting led by the PM; support the analysis with field data, drawings, and documentation, and help capture findings to support Notice of Change letters and time extension requests. Attend and actively participate in the bi-weekly Superintendent/Engineer L-10 meeting with the Ops Manager; come prepared with project status, issues, and asks, and take responsibility for any assigned to-dos. Produce a weekly task plan listing priority deliverables, due dates, and status; submit to the Ops Manager per the internal meeting cadence, closing out completed items daily and rolling forward incomplete ones. Support the PM and Superintendent in developing a detailed closeout plan as projects near substantial completion, and in closeout: preparing final as-built drawings, closing out submittals, compiling O&M manuals, and assembling final project documentation on the schedule required by the contract.
