Job Description

About R&S Construction Management R&S Construction Management is a local San Francisco-based construction company specializing in concrete and public works projects throughout the Bay Area. We work primarily with public agencies, including SFPUC and SFDPW, on structural concrete, site concrete, civil improvements, utility-related concrete, and infrastructure projects. We are growing our team and strengthening our project controls, field support, and internal systems. This is a strong opportunity for someone who wants to learn public works construction from the ground up, work closely with experienced field teams, and build a long-term career in project management. About the Role The Project Engineer will support the planning, coordination, documentation, and execution of concrete and public works construction projects. This role works closely with Project Managers, Superintendents, Foremen, subcontractors, suppliers, inspectors, and agency representatives to keep projects organized, compliant, and moving forward. This is not a desk-only role. You will spend time in the office, on jobsites, and with the people actually building the work. The right person will enjoy staying organized, solving problems, asking good questions, and helping the field and office stay aligned. What You'll Do Project Coordination & Documentation Support Project Managers with project administration from award through closeout. Prepare, track, and organize RFIs, submittals, meeting notes, change order logs, daily reports, and closeout documents. Maintain accurate project files, drawings, specifications, permits, inspection records, and correspondence. Help ensure project documentation is complete, current, and accessible to the project team. Field & Operations Support Coordinate with Superintendents, Foremen, subcontractors, and suppliers to support field execution. Assist with material procurement, delivery tracking, quantity takeoffs, and schedule coordination. Review drawings, specifications, and site conditions to identify conflicts, missing information, or scope gaps. Attend site walks, project meetings, inspections, and coordination meetings as needed. Cost, Schedule & Change Management Assist with cost tracking, production tracking, labor and material reporting, and budget updates. Support preparation of change order requests, time-and-material documentation, backup, and pricing packages. Help monitor schedules, milestones, constraints, commitments, purchase orders, invoices, and vendor documentation. Public Works Compliance Support public agency documentation requirements, including labor compliance, certified payroll coordination, safety documentation, permits, inspections, and closeout packages. Communicate professionally with agency representatives, inspectors, subcontractors, suppliers, and internal team members. What Success Looks Like Within the first 6 months, a successful Project Engineer will: Keep project documentation organized, accurate, and up to date. Proactively track RFIs, submittals, change orders, procurement items, and closeout requirements. Build strong working relationships with field teams, PMs, inspectors, subcontractors, and suppliers. Help reduce administrative gaps that cause delays, missed costs, or rework. Demonstrate strong follow-through, attention to detail, and willingness to learn both office and field operations. Required Qualifications Bachelor's degree in Construction Management, Civil Engineering, Architecture, Business, or a related field. Proficiency with Microsoft Office, especially Excel and Word. General comfort with technology and ability to learn construction software, document control systems, and project management tools. Strong organizational skills and ability to manage multiple open items at once. Clear written and verbal communication skills. Comfortable working in both office and field environments. Valid driver's license and ability to travel to project sites in San Francisco and the Bay Area. Preferred Qualifications 1-4 years of experience in construction, civil engineering, construction management, public works, or a related field. Basic understanding of construction drawings, specifications, schedules, RFIs, submittals, and change orders. Experience with concrete, civil, utility, infrastructure, or public works projects. Familiarity with Bluebeam, Microsoft Project, and construction project management software. Experience working with public agencies, inspectors, certified payroll, labor compliance, or prevailing wage projects. Bilingual English/Spanish communication skills are a plus. What We're Looking For We are looking for someone reliable, detail-oriented, and comfortable taking ownership of follow-up. The right person does not need to know everything on day one, but should be curious, organized, professional, and willing to learn how the work is actually built. This role is designed as a growth path toward Assistant Project Manager or Project Manager for someone who demonstrates strong organization, communication, field coordination, and ownership of project responsibilities. You may be a good fit if you: Like solving practical construction problems. Take pride in accurate documentation and follow-through. Communicate early when something is unclear or at risk. Work well with both field crews and office teams. Want to grow into a Project Manager, Estimator, or Operations leadership role over time. Prefer real projects, real jobsites, and real responsibility over sitting behind a screen all day. Candidates who meet most, but not all, of the preferred qualifications are encouraged to apply. Compensation & Benefits Expected salary range: $80,000-$100,000 per year, depending on experience, qualifications, and role scope.
Benefits include:
Health, dental, and vision insurance Paid time off and paid holidays 401(k) plan with company matching, subject to plan eligibility Company phone or phone stipend Company truck for work-related use Continuing education and certification reimbursement Performance-based bonus Company-sponsored team lunches and events Work Environment This role is based in San Francisco and includes a mix of office work, project site visits, and field coordination.
