CIVIL ENGINEER I

5 p.m. EDT on May 18, 2026 The City of Kettering's Engineering Department is currently seeking a Full-Time Civil Engineer I to perform civil engineering, surveying, drafting, and/or design work in the office and in the field in connection with the investigation, development, and maintenance of civil engineering projects; performs other duties as assigned. This is a professional-level position performed under the general supervision of a Senior Civil Engineer, the Assistant City Engineer, or the City Engineer. You will have the opportunity to: Perform traffic studies (mechanical counts, intersection counts, crash data, speed studies, etc); Investigate service requests and make decisions related to traffic control. Modify signal timing/coordination in traffic signal system software and/or writes work orders. Draft written responses and documentation; Coordinate with public and other city departments for events that impact traffic; Plan and coordinate with project staff on Capital Improvement Program projects.; Assist with inspection of Capital Improvement Program projects; Conduct research of engineering plans showing underground utilities and other City facilities and provide information to contractors, consultants, property owners, and other City Departments; Maintain a variety of records pertaining to utility and other public works installations and projects. The ideal candidate will have a Bachelor's degree in Civil Engineering from an ABET-accredited college or university is required. Engineer Intern / Engineer-in-Training Certificate (E.I. / E.I.T.) certificate issued by the Ohio Board of Engineers and Surveyors is required. Knowledge and experience with utilizing Autodesk Civil 3D CAD design software is strongly desirable. Must have the ability to quickly learn, develop, and maintain a thorough knowledge and professional skills and abilities in those areas noted under Required Knowledge, Skills, and Abilities. Employee will be expected to work towards a license to practice as a registered professional civil engineer (P.E.) issued by the State of Ohio. A valid State of Ohio driver's license is required.

DISTINGUISHING FEATURES OF THE POSITION
The work in this class requires skills in the use of Computer Aided Drafting (CAD) design software used for the design and construction of civil engineering projects. The work may also include the use of land surveying equipment, such as a total station, data collector, level, GPS equipment, etc. Work is performed under the general supervision of a Professional Engineer and is reviewed through meetings, construction plans, reports and evaluation of results achieved. Coordinates work with other professional, technical, and administrative staff.
EXAMPLES OF WORK
(Illustrative Only) Design Utilizes CAD design software for the purpose of drafting topographic maps; designing plans for various civil engineering projects; prepares construction drawings based on engineer's notes, survey notes, field and records research, and engineering calculations; Performs quantity take-offs for construction cost estimates; Survey Performs field survey work, including, but not limited to, topographic surveys, construction layout staking, utility marking, traffic flagging, and courthouse research; Work may include setting up and using an electronic total station and computerized data collector, digital/optical construction level, or other conventional surveying equipment; using GPS equipment for surveying and data collecting activities; acting as a rodman; acting as an instrument operator; clearing brush; using a sledgehammer for construction staking; conducting field surveys and records measurements and other data for "as-built" plans when construction is completed; Traffic Performs traffic studies (mechanical counts, intersection counts, crash data, speed studies, etc); Investigates service requests and makes decisions related to traffic control. Modifies signal timing/coordination in traffic signal system software and/or writes work orders. Drafts written responses and documentation; Coordinates with public and other city departments for events that impact traffic; General Plans and coordinates with project staff on Capital Improvement Program projects.; Assists with inspection of Capital Improvement Program projects; Conducts research of engineering plans showing underground utilities and other City facilities and provides information to contractors, consultants, property owners, and other City Departments; Maintains a variety of records pertaining to utility and other public works installations and projects; Advises and answers technical questions; Coordinates with other City departments and County departments as needed to complete tasks; Manages non-complex capital improvement projects and programs; Undertakes special programs and projects as assigned; Regular and predictable on-site attendance required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the standard tools, materials, methods, and practices of civil engineering design for roadways, traffic signals, street lighting, utilities, bridges, culverts, and surveying. Knowledge of CAD design software (Autodesk Civil 3D). Knowledge of the standard tools, materials, methods, and practices of land surveying, and skill in the care and use of the standard tools, equipment, and testing devices used in land surveying. Ability to read, interpret, and work from technical sketches and field notes, construction documents, and maps (both paper and digital) to maintain complete and accurate records and reports. Ability and experience with desktop and/or laptop computer applications for various uses, including Microsoft Office. Ability to read, interpret, and work from technical sketches, construction documents, and maps (both paper and digital); and to maintain complete and accurate records and reports. Excellent verbal and written communication skills. Thorough knowledge of basic math, algebra, geometry, and trigonometry used in surveying, civil engineering design and drafting, and construction. Ability to work outside in all types of weather and traffic conditions; and adequate physical condition to perform position duties. Must demonstrate the ability to develop and maintain effective working relationships with all employees, contractors, and the general public. Strong analytical and problem-solving skills are required with the ability to work both independently and as part of a team.
ACCEPTABLE EXPERIENCE AND TRAINING
Bachelor's degree in Civil Engineering or a related field of study from an ABET-accredited college or university is required. Possession of an Engineer Intern / Engineer-in-Training Certificate (E.I. / E.I.T.) certificate issued by the State of Ohio Board of Engineers and Surveyors, or the ability to obtain such certificate, is required. Knowledge and experience with utilizing Autodesk Civil 3D CAD design software is strongly desirable.
