JOB SUMMARY
The primary purpose of this position is to assist the City Engineer in performing the numerous assignments normally required in the Bureau of Engineering.
SPECIFIC DUTIES
The duties of this job include, but are not limited to: 1. Plan, design, and administer municipal projects, such as pavement resurfacing, streetscape, ADA curb ramps, sanitary & storm sewers, curb & sidewalk construction, park & building improvements. Prepare specifications & drawings, make quantity & cost estimates, administer contracts, prepare advertising, letting, pre-construction conferences, processing of payments, etc. 2. Plan, design, and administer traffic-related projects such as traffic signals, street lighting, pedestrian & bike facilities, signing, and pavement markings. Act as liaison between the Bureau and other agencies such as Penelec, PennDOT, and the Parking Authority. Assist with review and permitting for temporary traffic control, driveways, and truck permits. Provide technical assistance for transportation-related grant submissions. 3. Assist in Managing the City's Municipal Separate Storm Sewer System (MS4) Program and the City's Pollutant Reduction Plan (PRP). Review and approve land development plans & stormwater management plans in accordance with Engineering standards and City ordinances. 4. Assist owners, developers, architects, consultants, and contractors with City projects. 5. Prepare easement documents for Right-of-Way encroachments. 6. Implement Geographic Information System (GIS) into engineering workflows. 7. Issue permits for Right-of-Way excavations, sanitary & storm sewer connections, curb & sidewalk construction. 8. Administration of floodplain requirements. 9. Investigate and respond to citizen complaints. 10. Research and provide municipal utility records upon request (e.g., PA one-call system). 11. Perform other similar and related duties as required. :
MINIMUM QUALIFICATIONS
Must have a B.S. in Civil Engineering. Good communication and writing skills. Valid PA Driver's License.
