Civil Engineer / Municipal Project Engineer Glenn Engineering & Associates, Ltd.

•North Huntingdon, PA Full-Time | In-Office About Glenn Engineering Glenn Engineering & Associates, Ltd. is an established civil and municipal engineering firm based in North Huntingdon, Pennsylvania. We provide engineering services to boroughs, townships, municipal authorities, and other public and private clients throughout Western Pennsylvania. Our work includes municipal infrastructure, water and wastewater systems, stormwater improvements, roadway and streetscape projects, land development review, grant-funded capital improvements, and construction administration. As a smaller, hands-on firm, our engineers have the opportunity to take ownership of projects, work directly with municipal officials and clients, and remain involved from initial planning and funding through design and construction. Position Overview We are seeking a Civil Engineer / Municipal Project Engineer to join our growing team. The ideal candidate has experience in municipal engineering, water/wastewater, utility infrastructure, land development, or a related civil engineering field and is comfortable managing multiple projects and communicating directly with clients. A Pennsylvania Professional Engineer (PE) license is preferred but is not required for candidates with strong relevant experience and the ability to obtain licensure. This position is well suited for an engineer who wants significant project responsibility, direct client interaction, and the opportunity to manage projects from concept through construction. Key Responsibilities Prepare and oversee civil engineering designs, plans, specifications, and cost estimates Develop and review plans using AutoCAD Civil 3D Manage municipal infrastructure projects involving roadway improvements, stormwater, sanitary sewer, water systems, grading, utilities, and related public improvements Coordinate projects from preliminary planning and design through permitting, bidding, and construction Review land development and developer submissions for compliance with municipal ordinances and engineering standards Prepare written engineering reviews, reports, correspondence, and recommendations Attend municipal council, authority, planning commission, and project meetings as needed Communicate directly with municipal officials, clients, contractors, consultants, and regulatory agencies Assist with construction bidding, contractor coordination, construction administration, and project closeout Develop project budgets, schedules, cost estimates, and permitting strategies Assist with grant-funded projects and coordination with programs such as PennDOT MTF, CFA, DCED, CDBG, and other state and federal funding programs Provide technical guidance and support to engineering and inspection staff

Qualifications Required:

Bachelor's degree in Civil Engineering 3+ years of relevant civil engineering experience Working knowledge of AutoCAD Civil 3D Strong written and verbal communication skills Ability to manage multiple projects, deadlines, and client priorities Valid driver's license and reliable transportation

Preferred:

Pennsylvania Professional Engineer (PE) license or ability to obtain licensure Municipal engineering experience Water/wastewater or utility infrastructure experience Experience managing projects from design through construction Land development and municipal plan review experience Experience with public bidding and construction administration Experience with municipal grants or state/federal funding programs Familiarity with PennDOT, DEP, DCED, CFA, CDBG, or similar agencies and programs Candidates do not need experience in every area listed above.
