Job Title:
Civil Engineer Job Description This Civil Engineer role focuses on land development projects with an emphasis on private sector work. You will interpret and apply local regulations, design site layouts and infrastructure in AutoCAD Civil 3D, and prepare technical documentation and permits for various regulatory agencies. The position offers the opportunity to work on a wide range of site development, stormwater, and utility projects while collaborating closely with a multidisciplinary team in a supportive, growth-oriented environment. Responsibilities Interpret and apply local subdivision and land development ordinances (SALDO), zoning regulations, floodplain requirements, and stormwater management ordinances to site development projects. Design site grading, layouts, roadways, and utility systems using AutoCAD Civil 3D to meet project specifications and regulatory standards. Develop sanitary sewer and water system profiles, details, and associated design documentation. Prepare detailed cost estimates and technical reports in accordance with applicable regulatory and industry standards. Assist with stormwater management and erosion and sediment control design for land development projects. Assemble and coordinate permit applications for local, state, and federal agencies, including but not limited to NPDES and PennDOT permits. Support construction-phase activities by performing site inspections, responding to requests for information (RFIs), and reviewing shop drawings. Produce, update, and submit as-built record plans to the appropriate regulatory authorities following project completion. Contribute to site analysis and feasibility studies to evaluate development constraints, opportunities, and project viability. Collaborate with cross-disciplinary team members to ensure integrated, innovative, and compliant project solutions. Participate in internal coordination meetings and communicate project status, design decisions, and technical issues clearly and professionally. Essential Skills Bachelor's degree in Civil Engineering. 2-8 years of professional experience in civil engineering. Land development experience, preferably focused on private sector projects. Proficiency or strong working knowledge of AutoCAD Civil 3D for site design. Experience with site analysis and feasibility studies for land development. Experience with land development design, including grading, utilities, and roadway layouts. Experience with land development permitting processes. Experience with PennDOT permitting requirements and procedures. Ability to interpret and apply SALDO, zoning, floodplain, and stormwater ordinances. Ability to prepare technical reports, cost estimates, and engineering documentation in line with regulatory standards. Strong understanding of stormwater management and erosion control principles. Capability to support construction activities, including inspections, RFIs, and shop drawing reviews. Strong written and verbal communication skills for coordination with regulators, contractors, and internal teams. Attention to detail and ability to produce accurate as-built and record plans. Additional Skills & Qualifications Experience as a designer with responsibility for engineering calculations. Experience in preparing and coordinating permitting packages for local, state, and federal agencies. Experience conducting feasibility studies and site development evaluations. Familiarity with NPDES permitting requirements. Ability to work effectively in a collaborative, cross-disciplinary team environment. Interest in ongoing professional development and cross‑disciplinary learning. Strong organizational skills and the ability to manage multiple tasks and deadlines. Pay and Benefits The pay range for this position is $48.07 - $55.28/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
