Reporting to the Vice President of Administration and Finance, the Associate Vice President of Facilities, Planning & Capital Construction serves as the senior executive responsible for the integrity, safety, planning, construction, maintenance, and service delivery of CSULB's physical campus. This is a highly visible leadership opportunity combining long-range strategy with complex day-to-day operations. The AVP helps shape integrated campus and resource planning, advises the President and President's Cabinet on facilities, construction, and health and safety matters, and represents CSULB with the CSU Chancellor's Office, state and local agencies, consultants, contractors, and the Long Beach community. The AVP leads an organization of approximately 300 employees and directly supervises seven team members spanning Design and Construction Services, Facilities Management, Business Operations, Strategic Operations, Environmental Health and Safety, program support, and executive support. Scope & Impact Provide executive leadership for campus facilities and establish long-range strategic goals and annual operating priorities across Physical Planning, Design and Construction Management, Environmental Health and Safety, and Facilities Management. Oversee approximately $45 million in annual operating resources and capital programs ranging from approximately $150 million to $500 million, ensuring resources align with university priorities and planning processes. Guide physical planning encompassing the five-year Capital Plan, Campus Master Plan, space management, major and minor capital projects, deferred maintenance, capital renewal, and facilities modifications. Advance campus sustainability initiatives and ensure building and site planning activities appropriately address code compliance, space allocation, project coordination, and university needs. Provide executive oversight for construction projects from planning and design through estimating, permitting and inspections, contractor management, execution, closeout, warranties, and punch-list completion. Ensure capital projects remain on schedule, are completed in compliance with applicable requirements, and reflect the educational and design needs of the campus community. Lead facilities operations encompassing building trades, grounds and landscaping, custodial services, recycling, energy and controls management, mechanical systems, non-capital construction, automotive services, key issuance, customer service, and technical services. Ensure maintenance and project expenditures are integrated with CSULB's broader financial, budget, and planning processes. Strengthen customer service and resource prioritization across the university, ensuring campus needs are addressed promptly and safely while balancing institutional priorities. Provide leadership for campus Environmental Health and Safety, including employee and contractor training, policy implementation, annual program review, and corrective actions. Advise the President, President's Cabinet, and senior university leadership on facilities, construction, planning, and health and safety matters. Build productive relationships with campus leadership, deans, chairs, faculty, the CSU Chancellor's Office, state and local agencies, consultants, contractors, and community stakeholders. Lead, develop, and support a multidisciplinary team while fostering accountability, collaboration, responsive service, and operational excellence. Qualifications Bachelor's degree or equivalent experience required. At least seven years of leadership experience in construction and facilities management, including at least three years of executive-level experience in a comprehensive university or another large, complex organization. Demonstrated experience managing and leading in a complex, fiscally challenging, and rapidly changing environment. Significant capital project management experience encompassing budgeting, planning, and construction management, along with a strong understanding of architectural, mechanical, electrical, and related disciplines. Demonstrated ability to lead, manage, develop, and motivate staff. Effective communication, strategic thinking, and organizational skills. Ability to operate collaboratively and interact effectively with senior organizational leadership and a broad range of internal and external constituents. Ability to balance the needs of diverse university constituencies—including faculty, staff, and students—while maintaining a cohesive and effective campus environment. Demonstrated ability to advance institutional priorities and support equitable implementation of campus policies. California driver's license required. Master's degree in public administration, business administration, architecture, engineering, or another related field preferred. Experience working in collective bargaining and shared governance environments is desirable. Because this is an active campus leadership role, the AVP will regularly monitor and visit construction sites. This may involve walking on uneven ground, working at heights, exposure to construction-site conditions, and wearing appropriate personal protective equipment.
